APOPO has stepped up its war on landmines and aims to spread the use of its unique rat detection and land release methodology through its Mine Action Programs. APOPO employs over 250 staff in developing countries, maintains Headquarters in Tanzania, and has Mine Action operations in Mozambique, Angola, Thailand, and Cambodia.

Role Purpose:
Implement APOPO´s Mine Action Project in Thailand and Cambodia
Advisor to TMAC, HMAUs, CMAA and CMAC on all aspects of land release and improved cooperation between mine action stakeholders in Thailand and Cambodia
Management of the NTS/TS survey along Thailand/Cambodia Border
Development of a medium and long term APOPO strategy in SE Asia
Preparation and implementation of the NTS/TS survey in all other provinces along the Thai border that are not surveyed by other organizations
Plan and prepare for a wider mine action programme in Thailand
Preparation and implementation of APOPOs mine action programme in Cambodia
Raise funds for APOPO’s mine action activities in SE Asia
Write reports, publications and presentations
Support to the APOPO management team

Your Profile:
Education/Language:
Minimum, 1st level university degree or military staff college qualification
Fluency in spoken and written English is a requirement

Experience:
Minimum 5 years mine action experience
Experience in operational planning of mine action activities
Knowledge of International Mine Action Standards
Detailed understanding of the concept of land-release management
Project Management experience
Experience in resource mobilization
Strong analytical and planning skills
Experience interacting with National Mine Action Authorities

Responsibilities:
1) Implement APOPO´s Mine Action Project in Thailand and Cambodia
Represent APOPO in Thailand and Cambodia
Maintain and further develop office and necessary administrative systems as required to support the project (registration, MoU, banking arrangements)
Establish contact with central and local authorities and obtain the necessary permits and registrations, including accreditation if required
Plan and design project cycle
Develop tools, methodology and training modules for staff, including SOPs
Ensure appropriate documentation of operational activities and regular reporting to the national authorities
Human Resources (recruitment, training and preparation for work)
Logistics (purchase and control of assets)
Management of APOPO`s mine action budget(s) for Thailand & Cambodia

2) Advisor to TMAC, HMAUs, CMAA and CMAC on all aspects of land release, survey and improved cooperation between mine action stakeholders in Thailand and Cambodia
Assist the two national mine action authorities in their efforts to comply with obligations towards the APMBC, in particular Thailand
Assist the two national mine action authorities and other local partners on all aspects of land release, including methodology and practical implementation
Promote uniform methods of land release and survey activities
Promote partnership across borders and facilitate improved cooperation between TMAC and CMAA and the HMAUs and CMAC
When applicable, promote signing by both countries of the Convention on Cluster Munitions (CCM)

3) Implement NTS/TS survey in all other provinces along the Thailand side of the Thai/Cambodia border
Manage the systematic NTS/TS activities along the entire Thai/Cambodia border
Coordinate with TMAC and the relevant HMAU on a survey plan that will ensure that the entire Thai/Cambodian border and possibly other border areas are surveyed in accordance with the agreed land release methodology
Prepare and finalize provincial NTS reports
Conduct workshops with TMAC and relevant HMAUs with regard the methodology and the impact resulting from the survey
Ensure that the results are accurately captured in the TMAC database
Agree with TMAC on a survey plan for the remaining provinces along the Thai/Cambodian border
Maintain and enhance the partnership and modalities of cooperation with relevant partners in Cambodia
Coordinate with CMAA and CMAC as well as other relevant organisations in Cambodia on survey methodology and concept.
Devote a minimum of 50 - 60% of the time in the field to ensure that the teams apply the agreed methodology to a high standard

4) Develop APOPO`s strategy in SE Asia
Assist the process of developing short, medium and long term strategies for APOPOs mine action programme in Thailand, Cambodia and possibly other countries in the region
Assist the wider APOPO strategy development process when appropriate

5) Plan and prepare an enhanced mine action programme in Thailand
Plan and prepare a more comprehensive APOPO mine action effort that will employ a fully integrated mine action response including the use of APOPOs mine detection rats in a TS and clearance role
Seek appropriate partnership for a more extensive TS/clearance effort, preferably by strengthening the capacity of APOPO`s Thailand partner, PRO

6) Prepare and implement APOPOs mine action programme in Cambodia
Build upon APOPO`s partnership with CMAC
Seek additional APOPO funding for Cambodia
Establish an MOU with CMAA

7) Raise funds for APOPO’s mine action activities in SE Asia
Conduct resource mobilization for APOPO`s mine action operations in SE Asia from government donors, foundations, and the private sector

8) Write reports, publications and presentations
Write Project Proposals to potential donors for mine action support
Write reports and publications related to the project to relevant forums and stakeholders
Write narrative and annual reports and proposals to donors, present APOPOs work and concepts at conferences, workshops etc
Write weekly/monthly progress update to the Head of Mine Action

9) Supporting the management team
Provide bi-monthly updates for the APOPO management report
Provide input to the APOPO Annual Report
Participate in APOPO management meetings as required
Report any relevant information about mine action and stakeholders in SE Asia to the management meeting
Provide input to the APOPO communications team in support of the website or general communications

10) Miscellaneous
Network and liaise with relevant stakeholders in Thailand, Cambodia and neighboring countries
Assist other APOPO projects when appropriate
Contribute to promote APOPO´s Mine Action activities
Contribute to APOPO´s expansion of Mine Action Activities and programmes as required
