This position is located within the Office of the High Commissioner for Human Rights (OHCHR) in Yemen, and the incumbent reports directly to the Head of OHCHR Office in Yemen and to the Senior Security Manager in OHCHR Geneva through the Field Safety and Security Coordinator 

Responsibilities
Review and monitor the situation in Yemen with specific regard as to how it relates or may have an impact on OHCHR activities in the country;
Advise the Head of the Yemen Office with regard to all security-related matters and develop tactics, techniques and procedures in accordance with the provisions of the UN Security Management System for the safe conduct of OHCHR operations in Yemen;
Develop and distribute relevant standard operating procedures (SOPs) for office security and field operations;
Develop and ensure the deliverance of appropriate security training to all OHCHR staff assigned to the Yemen Office (special emphasis to be placed on hostage survival and counter surveillance);
Make sure that staff and drivers engaged in driving UN vehicles or rented vehicles for official purposes are fully trained in safe driving procedures.
Establish working relationship with all other security elements of the UN Security Management System via the UN Security Cell to ensure maximum security coordination;
Establish contacts with local security authorities in Sana'a as well as the regions to ensure their support for the security of OHCHR staff and assets;
Establish contacts with civil society leaders as appropriate, especially in the regions, to obtain protective information related to the security of OHCHR staff and assets;
Establish, in coordination with the Designated Official and DSS Chief Security Adviser, emergency and evacuation procedures for OHCHR staff in Yemen and ensure office integration with the country Security and Evacuation Plan;
Ensure that OHCHR Yemen reaches and maintains full Minimum Operating Security Standards (MOSS), as established by the Yemen Security Management Team, in all of its’ activities;
Prepare Security Risk Assessment for new OHCHR field offices and programmes;
Develop, monitor and evaluate office physical security measures for all OHCHR premises in Yemen, and establish appropriate access control procedures;
Determine need for, and provide training and advice to OHCHR staff and dependants on residential security measures in Yemen;
Ensure availability and proper functioning of security-related communication systems;
Establish procedures for and supervise investigations and reporting of accidents or security-related incidents involving OHCHR staff, dependants or assets;
Assume responsibility for guard force management at all OHCHR premises;
Arrange all security aspects of visits by senior OHCHR managers as necessary;
Work very closely with and in support of the DSS Chief Security Advisor in Yemen to ensure maximum coordination between OHCHR and the DO/SMT;
All other security-related duties as assigned by the supervisors.
