The United Nations Department of Safety and Security (UNDSS) is responsible for providing leadership, operational support and oversight to the United Nations Security Management System (UNSMS) to enable the safest and most efficient conduct of the programmes and activities of the United Nations System. This post is located in the Division of the Regional Operations within the Department of Safety and Security.
Responsibilities
Under the direct supervision of the Director for Regional Operations and the overall guidance from the Under-Secretary-General for Safety and Security, the incumbent will serve as Chief, Threat and Risk Assessment Section and is responsible for the timely identification of trends of developing threats to personnel, assets and operations of the organizations of the United Nations system by ensuring coherent and effective functioning of the Threat and Risk Assessment Service. Specifically, the duties and responsibilities include:1. Planning and directing activities of the Service; identifying analytical and assessment priorities on the basis of requirements and needs of individual duty stations and organisations of the United Nations system; developing corresponding work plans and modalities; and overseeing the process of analysis and assessment. 2. Ensuring that the output of security analysts in the field is properly coordinated with the work of other DSS units, departments, duty stations and organizations of the United Nations system through the streamlining of global analytic methodologies to ensure a uniform approach to threat identification and risk analysis and the training of new security analysts on security analysis process and practices. 3. Organising and leading the process of strategic trend analysis and security threat and risk assessment, identifying prevailing security threats, their associated route causes and impacts on personnel, assets and operations within the scale of the UNSMS as well as providing recommendations on how to mitigate or minimize the impact of the above threats.4. Reviewing and endorsing analysis and assessment documents and reports to ensure quality control, accuracy and objectivity of judgments and conclusions, and recommending immediate actions to mitigate or minimize identified security threats and associated risks.5. Coordinating analysis and assessment requirements with individual duty stations and the organizations of the UNSMS, seeking and accommodating inputs from the above organizations to analysis and assessment process. 6. Ensuring day-to-day supervision of personnel and the management of the Threat and Risk Assessment Service, building its capacity and empowering staff to perform complex assessment and analysis tasks and assignments; overseeing activities and input of security analysts at field duty stations.7. Ensuring analytical information support to the crisis management process and assessments for contingencies and crisis preparedness process.
