RTSC has a requirement for an Exercise Planner/ Unit Staff Observer/Controller (O/C) with operational, training, and exercise experience to assist the Government (ARCENT G7) planning future training exercise requirements to support ARCENT partnership exercises in USCENTCOM AOR and forward deployed US Forces. Job Description:
The Exercise Planner/ Unit Staff Observer/Controller (O/C) will work directly under the supervision of Kuwait Based Training Team (KBTT) Program Manager assisting the Government (ARCENT G7) with future planning of ARCENT supported coalition partnership exercises and company to battalion level situational training exercises, company live fire exercises and force on force exercises. The Exercise Planner/Unit Staff Observer/Controller (O/C) shall also provide training assistance to a unit staff in the Military Decision Making Process (MDMP) and Plans/Orders Production Process
Required Hours:
Work may include nights, holidays, and weekends on short notice. Will require attendance and participation in Initial and Mid Planning Conferences outside of Kuwait
Responsibilities:
The Exercise Planner/ Unit Staff Observer/Controller (O/C) shall be responsible for planning and assisting the Government with the following:
· Attend Initial and Mid Planning conference for ARCENT coalition partnership exercises to plan and prepare the Kuwait Based Training Teams to participate as trainers and O/Cs
· Develop exercise timelines, deployment/redeployment plans, coordinate movement, life support, and training support for KBTT participation
· Prepare and update the ARCENT G7 and KBTT Pre-deployment Site Survey (PDSS) presentations highlighting the unique training capabilities the KBTT can provide to US Forces forward deployed units.
· Plan and prepare scenarios, Mission Event Lists, Civilians on the Battlefield (COB) role playing instructions, operations orders and fragmentary orders (FRAGOs) to support all training exercises.
· Prepare decision briefs for ARCENT G7 for newly identified training requirements.
· Plan, prepare and publish Brigade operations orders and annexes to support training exercises
· Plan and prepare a program of instruction for training unit staffs in the military decision making process (MDMP)
· Coach, teach and mentor unit staffs in the planning, preparation and publication of COA briefings, Operations Order development and publication, decision support template development and provide training feedback on unit Tactical Operations Center (TOC) operations
Required Qualifications:
· Experience in preparing and planning training exercises for a battalion or higher organization.
· Former FA 57 Simulations Officer.
· Possess the knowledge to implement a Mission Command Training Center.
· Experienced at developing and overseeing constructive simulation command post exercises at the brigade level
· Acquainted with current Army Mission Command Systems and the simulations required to stimulate each system
· Thorough knowledge of the military decision making process (MDMP)
· Experience on a Brigade or Battalion in operations, logistics or intelligence
· Thorough knowledge of current Army doctrine, Tactics, Techniques and Procedures (TTPs)
· Former US Army/Marine Corps Field Grade Officer
· Experience in deployment planning
· Must be able to obtain and maintain a U.S. SECRET Security Clearance
Desired Qualifications:
· Graduate of Command and General Staff College (CGSC)
· Prior Infantry/Armor/Artillery Company/Battery or Battalion Command
· Knowledge of military training methodology
· Experience as an observer/controller
· Previous Attack Company Commander with gunnery experience.
Required Education:
· Must have a Bachelors degree and 6 years of related work experience. Equivalent work experience may be considered in lieu of education requirement.
Contractor personnel shall comply with all theater command policies, regulations, and General Orders. All tours are unaccompanied
