Objective of the project:
Global objective:
The overall objective of the mission is to contribute to the formulation of a joint EU Panamanian sector support programme in the field of citizens´ security, in close coordination with the relevant national institutions, particularly with the Ministry of Public Security.
Specific objective(s):
The specific objective of this assignment is to assist on producing a complete set of project formulation documents, in line with the relevant EU policies and documents of the European Commission
Qualifications required:
University degree or equivalent in relevant discipline (minimum 4 years)
A minimum of fifteen years of professional experience, some of this gained in developing countries and in Latin America
Professional experience of at least 15 years in security sector particularly as official of a national police force
Experience in the design or implementation of security sector reform in developed and developing countries, ideally including through the modality of sector budget support
Excellent communication and drafting skills, excellent written andspoken Spanish - Ability to discuss in English or French is considered an asset for the briefing in Brussels.
Experience and knowledge of the security sector and the public finance system and macroeconomics of Panama will be valued positively.
