Position Summary:
Creative seeks candidates for a short-term consultancy for Electoral Security Expert. The consultant will be a member of Creative’s team of experts who will conduct an Electoral Security Framework Assessment in Haiti using the methodology developed by USAID to produce a report documenting the findings and presenting recommendations to different stakeholders. While the assessment will be nationwide special focus will be placed on four of Haiti’s ten departments in the south of the country (Nippes, Grand Anse, South and South East) where MINUSTAH security forces are being redeployed as a first step in the UN’s eventual withdrawal from Haiti. In these four departments, special attention will be given to identifying opportunities for and making recommendations regarding community-based approaches to enhancing electoral security and to monitoring and mitigation activities with special consideration for addressing the needs of marginalized populations, including women and persons with disabilities.
Reporting & Supervision: This position will report to the Project Director in Washington, DC.

The Electoral Security Expert will:
Draft a work plan for electoral security assessment in close coordination with Creative’s senior electoral security expert.
Conduct a detailed desk study, literature review, economic and political research, on electoral security in Haiti.
Draft questions for and conduct preliminary informational interviews.
Inform the first key steps of the assessment framework, the contextual analysis and the historical conflict analysis.
Conduct an in-country assessment of electoral security in Haiti (with special focus on the four departments in the South, South East, Nippes and Grand Anse)
Conduct meetings with stakeholders as needed, may include, but is not limited to political parties, PNH, MINUSTAH, civil society (including women-led organizations and organizations led by persons with disabilities), donors
Travel to various areas including the four departments of South, South East, Nippes and Grand Anse
Draft preliminary recommendations regarding strategies for community-based initiatives dealing with enhancing electoral security and a monitoring and mitigating election-related violence memo and power point presentation
Present preliminary recommendations to various stakeholders as agreed with Creative and the donor
Finalize electoral violence baseline assessment document
Perform any other tasks pertaining to security assessment as requested by Creative’s Project Director
Required Skills & Qualifications:
7+ years of progressively responsible, substantive knowledge in elections and electoral assessments
Specific expertise in election security
The use of USAID’s electoral violence assessment framework
Previous report and assessment report drafting experience
Preferred Skills and Qualifications:
French language ability
Experience working in Haiti
Expertise in gender and disability issues as it relates to electoral violence
