Responsibilities
Under the general direction of the Chief, Security and Safety Section and the direct supervision of the Team Leader, Protection Unit (PU), the incumbent is responsible for the following duties:
Assists in the management of the Protection Unit (PU) as the detail leader in line with the United Nations Personal Protection Field Operations Manual (PPFOM)• Assists in gathering and analyzing information and further assists in the preparation of risk and threat assessments as it pertains to the security and safety of the principal(s) • Assists in the coordination and execution of operational procedures and practices in line with established procedures • Aides in the identification and training of Protection Officers (PO) from within existing resources • Upon instruction, establishes and deploys tactically trained protection teams to meet the assessed level of threat • Liaises with relevant civil police, military, law enforcement and other officials as necessary • Prepares regular operational reports with relevant analysis and recommendations• Updates the Team
Leader of PU, on a continuous basis of all movements and unusual incidents involving the principal(s) • Drafts and recommends for approval, personal protection standard operating procedures and other procedural documents as it pertains to personal protection • Monitors, reviews and assesses the performance of the PU officers under his command (local and international) and provides guidance as required • Maintains an approved rotational schedule for POs, consistent with UN norms • Knowledge of security planning and management as related to installations, combined with good technical skills in safety matters and communication equipment * Performs any other duties as assigned by the Chief Security and Safety.
Competencies
Professionalism: Excellent knowledge of guarding and security operations, combined with a solid background of military, police or other security specialization (UN security); good technical skills to understand and consolidate the varying specializations such as electronics, communications, mechanics, weapons and other sophisticated devices encountered in premises security operations; ability to deal with stress factors when encountered, is proactive and imaginative in developing strategies to accomplish objectives. Ability to make quick decisions in emergencies or when rapid response is required.
Communication: Very good written and spoken communications skills;
Planning and Organization: Ability to develop clear goals and prioritise activities. Monitors and adjusts plans and uses time efficiently.
Education
Minimum high school diploma and relevant field and/or military or police academy training. Completion of international, national or commercial personal protection training required. Valid driver’s license is a requirement
Work Experience
At least 6 years of substantive and recent (within the last two years) experience in the management and conduct of personal protection. High degree of physical fitness.
Languages
English, French and Khmer are the official languages of the ECCC, for this position, fluency in spoken and written English is essential. Knowledge of French and /or Khmer will be an asset.
Assessment Method
Qualified short-listed candidates may be requested, as part of the evaluation process for this position, to undergo an assessment exercise which may be followed by an invitation to a competency-based interview.
Special Notice
Appointment against this position is limited to the United Nations Assistance to the Khmer Rouge Trials (UNAKRT). The initial appointment will be for a period of one year; an extension is subject to the extension of the mandate of UNAKRT and/or the availability of funding.
