Description
Under the Criminal Justice Program Support contract, the US Department of State, Bureau of International Narcotics and Law Enforcement Affairs (DOS-INL) is mandated to furnish assistance to countries and international organizations by strengthening foreign police and criminal justice systems with a wide array of support. In furtherance of the CJPS mission objectives, FedSys is currently seeking subject matter experts in the area of Police Advisor Level I to support the Department of State in various countries and regions that include: Afghanistan, Haiti, Iraq, Kosovo, Lebanon, Liberia, Sudan, and the West Bank.
Duties and Responsibilities
· Level I Police Advisors may involve performing the full range of law enforcement and policing functions, such as patrolling and responding to calls such as burglary, theft, assault, sexual assault, murder, disturbances and family disputes. Other duties may be enforcing traffic laws, issuing citations, apprehending violators, preparing and submitting reports of patrol activities. In addition, below are specific responsibilities for two common types of Level I Police Advisors, trainers and mentors.
· Level I Police Advisor trainers: Advisors assigned as trainers will instruct local police officers in areas such as police patrol operations, police ethics, investigative methods and techniques, search and seizure requirements, firearms, defensive tactics, law and community relations. Advisors may also be required to assess training needs and current programs in order to propose new courses, determine the feasibility and effectiveness of proposed courses and identify instructors and resources in order to implement new courses. Advisors may be required to develop curriculum and instruct in a classroom or field setting in the knowledge, techniques and procedures necessary to execute the duties of police officers.
· Level I Police Advisor Mentors: Advisors assigned as mentors will interact on a frequent basis with members of the host nation law enforcement organization, observing, monitoring and advising host nation personnel on the full range of law enforcement responsibilities and capabilities. Mentors do not typically engage in classroom training, but provide key on the job guidance and support to host nation law enforcement personnel.
Knowledge, Skills and Ability
· Patrol Officer knowledge and skills.
· Ability, knowledge and experience to instruct host local police officers.
· Ability and willingness to work overseas.
· Negotiating, interpersonal and leadership skills.
· The ability and willingness to train other individuals in their area of expertise.
· Ability to communicate in English (Foreign Service Institute standard for Level 4 reading comprehension, writing and speaking).
· Ability to operate a standard transmission vehicle.
· Ability to pass requisite physical, medical and psychological tests appropriate to assigned mission/country.
· Ability to work independently, working with minimal supervision and exercise independent judgment on a regular basis.
Educational / Work Experience
· Combined total of 8+ years of work experience with a minimum of 5 years professional experience directly related to federal, state, municipal, or county law enforcement services.
· Must be employed in the respective lines of work for which you are being considered, or recently retired/separated within the last five years.
Professional Requirements
· Police Advisor trainers shall be certified as instructors by an accredited U.S. federal, state municipal or county law enforcement entity.
· Proficiency in the Microsoft Office Suite
Language Requirements
There is no foreign language requirement associated with this position.
Interface
This position will interact with both internal and external customers to include members of FedSys senior management.
Background/Security
Candidates must be able to successfully pass a background and a nine-panel drug screening as a condition of employment. In addition, the candidate must also obtain and maintain at MRPT (Moderate Risk Public Trust) clearance level or higher as a condition of employment. Clearance level requirement may be subject to change at the Government’s discretion. Applicants selected will be subject to a Government security background investigation and must meet eligibility and suitability requirements.
Candidate must be a US citizen with a valid US passport and valid US Driver’s License.
Physical Demands/Work Environment
The incumbent will generally work long work days in austere or post conflict areas of the world and in climates that include periods of extreme heat or cold. Further, they may be required to wear heavy personal protective equipment in the conduct of their duties. When travelling, the employee is expected to be able to hand carry their personal items and equipment, to include military type duffel bags. In performing the duties of this position, the incumbent will need the ability to travel, bend, climb, verbally communicate, hear, lift, pull, push, sit, squat, stand, walk and see.
