Responsibilities
Under the overall supervision of the Chief Supply Section (CSS), and within delegated authority, the incumbent will be responsible to: Provide effective planning, oversight, management and coordination of supply support to new, sustaining, expanding, contracting and liquidating peacekeeping and other field missions; Develop, integrate, implement and monitor supply support and work plans in field missions; Liaise with headquarters and field missions’ staff on supply related matters and provide oversight of day-to-day support of supply operations; Provide specialist technical advice to senior mission management on mission-wide supply and logistics issues including detailed research and development of formal submissions/recommendations with respect to issues involving supply chain management; Ensure effective and timely input and technical advise for relevant Local and/or Headquarter Committee on Contracts (LCC/HCC) cases; Ensure timely preparation and review of cost estimates, budgets and long-term forecasts of the missions’ requirements for supply goods and services; Identify and recommend improved claims management processes and systems that directly effect the field mission supply chain; Ensure proper designation of supply assets, disposal and/or redeployment during mission downsizing or liquidation; Develop, review, monitor, assess and manage local system contracts for the provision of supply goods and support services; Develop, review, upgrade and ensure implementation of SOPs including on Quality Control/Quality Assurance (QC/QA), inventory control and reporting to ensure security, availability and accountability of materials and assets; Ensure contract performance and administration are monitored to ensure compliance with contract terms, schedules and cost objectives; Ensure accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained to ensure proper accountability and audit trail; Liaise with the Contract Compliance Management Section/Unit in Mission and/or UNHQ in the resolution of contractual claims, disputes and amendments in the course of contract oversight; Identify areas for improvements based on best practices in the relevant areas, train staff and adapt such practices to UN requirements; Supervise, develop, train and monitor performance of Supply personnel; Perform other related tasks as required.

QUALIFICATIONS
Education
High school diploma or equivalent plus certification/diploma or other supplemental academic qualifications. Technical training in either contract management, business or public administration, engineering, law or a relevant combination of professional certification, membership of chartered institutes, academic qualifications and extensive experience in logistics operations, supply chain management and procurement is highly desirable.
Work Experience
At least 12 years of progressively responsible experience in supply chain operations, project and or contract management, inventory management and/or procurement of global service contracts, quality assurance/quality control procedures, logistics is required – at least four years of which must have been in the field of Supply or Supply Chain operations and at least three years’ experience at the international level. Experience in managing support services and related contracts in support of international peacekeeping or military operations is highly desirable. Extensive knowledge of UN Rules, Regulations and working practices pertaining to field missions is desirable.
Languages
Fluency in spoken and written English or French; knowledge of a second UN language is an advantage and sometimes a requirement. Fluency in the local language may be essential.
