Essential duties:
Under the general supervisiion of the Program Manager, the Security Director is responsible for planning, implementing, and providing coordinated leadership and direction in all aspects of security on large design-build power transmission & distribution (T&D) program in Afghanistan. The individiual serves as the security subject matter expert and takes the lead for implementing Global Security Standards in an effort to develop an effective and sustainable security program. The Director is responsible for developing, implementing, and assessing security programs, plan, policies, and procedures, managing security for developing, implementing, and assessing security programs, plan, policies, and procedures; managing security vendors, contract personnel, and security staff; directing physical security system design and upgrad programs establishing and implementing process with Procurement; creating a metrics system for continuous improvement. In particular, the candidate will:
-Coordinate and supervise security planning and operations from plans to future operations, and from future operations to current operations to effectively support management.
- Identify security requirements for the broad areas of interests surrounding program and logistics activities
found within an aid and development program.
- Develop, implement, and maintain security processes, practices and policies to reduce risk and liability in all areas of information, financial, physical, personnel, and reputational risk.
- Coordinate emergency planning and crisis management activities.
- Manage and oversee all guard force and personal protection operations.
- Conduct security reviews, internal self-assessments and audits of all program personnel safety, asset protection and business continuity interests.
- Plans, directs, and supervises liaison with external organizations and other business that have a program security interest and/or that fall within the site security program.
- Conducts detailed security information collection and corordinates with appropriate external organizations or other entities that deal with security issues.
- Manage and oversee routine training of full country and security briefings, personal security, hostage survival, office/residential security, use of communications equipment, basic first aid and mine awareness.

Subject matter expertise in performance and intelligence-based security and grade protection. Minimum of ten (10) years of experience within the security, military or law enforcement community. Minimum of two (2) years of experience in similar role, preferably Afghanistan or Iraq. University degree. Formally trained, or belongs to a security trade organization, as a security professional. Served as supervisor for security or law enforcement operations. Familiar with the following: UN guidelines for Minimum Operating Security Standards, UN Mine Action Centre policies/procedures, UN Field Security Handbook; UN Security Awareness Handbook; UN Country Security Plan; UN Country Security Structure; Country Travel Clearance Procedures; Country Security Standard Operating and Emergency Procedures; Country Security Notices, Local Sub-Office Security Procedures and Medevac Procedures (as appropriate).
