Security Sector Experts – Worldwide
Management Sciences for Development, Inc. (MSD) seeks Security Sector Experts for anticipated rule of law projects worldwide. Desired areas of expertise are: 1) policing, including patrol and investigations (management and line service); curriculum and in-service training development; intelligence and information management systems; surveillance; organized crime; personal security; cybercrime; forensics; maritime security; narcotics interdiction, explosives and ordinance; other law enforcement experience – border control (customs and immigration); court security; 2) prosecution (criminal and civil law systems); victim/witness; 3)corrections; probation; and 4) counterinsurgency and counterterrorism. Recruitment is contingent upon contract award and successful completion of a background check.
MSD works at the intersection of rule of law and security drawing upon our expertise in criminal justice reform and human rights. Since 1978, MSD has partnered with donors, governments and civil society to apply a rule of law framework to protect vulnerable populations.
Responsibilities:
Assist in creating and strengthening justice sector institutions, including the courts, police, and prisons to support the rule of law.
Assess, monitor, advise, train, and/or mentor security sector professionals and authorities
Provide technical expertise to help develop performance indicators and monitor project activities
Qualifications:
A total of eight (8) years work experience with at least five (5) years law enforcement experience, with a minimum of three (3) years professional experience directly related to the specific area of expertise
Formal education from an accredited institution (associate’s degree or higher)and, where appropriate, certification from federal or state-certified corrections or police academies
Ability to communicate in English; knowledge of a second language is a plus
Demonstrated negotiation, interpersonal, communication, and leadership skills
Prior experience working abroad is a plus
