Job Description
The COT shall be the primary point of coordination for TO activities in country for all Sub-tasks. The COT shall interface directly with NAS-Kabul and I-CORs to ensure effective TO management.
•The COT shall coordinate with the DCOTs of each subtask to establish, operate, and maintain necessary support offices in country to provide or coordinate the provision of 24/7 administrative, management, logistical, and other support to TO personnel.
Serves senior advisor on all program matters and will thus require a full depth of understanding of all JSSP activities. Responsible for the day-to-day operations and management of the team, including arbitrating between different team members and ensuring that the work duties assigned by the Chief of Team are being performed.
COT will be the main conduit for frequent communication and interaction with the U.S. Embassy, international community, and the Government of the Islamic Republic of Afghanistan (GIRoA). Supervise the evaluation the performance of all U.S. advisors, Afghan Legal Consultants and Interpreters.
Responsible for oversight of all program reporting to include the weekly report to be sent to INL Kabul; Washington and PAE. Oversees the DCOT-A’s coordination with INL and PAE the conduct and documentation of end use monitoring of all durable government funded equipment or foreign aid provided to Afghan justice institutions.
File reports for JSSP activities and accomplishments on a weekly, quarterly, and annual basis. Work with the Embassy to identify staffing issues, develop plans to correct problems, and to initiate changes at the direction of the Embassy.
Work with SME to identify and screen candidates for the JSSP, and inform PAE-WDC and the Embassy on recommended filling of vacant positions, in consultation with the Program Support Team (PST).
Requirement Note:
Candidate must have a law degree and be a licensed lawyer in good standing; must be a skilled attorney with fifteen or more years experience in the relevant subject matter area including public defense, prosecution, and judicial administration.
The incumbent will have an understanding of criminal justice system development, international cooperation. Must have experience in project management and demonstrated ability to lead and manage a large, diverse staff working on varied projects.
Must have experience in organizing special events, and must have highly developed organizational and networking skills. International training and advising experience preferred, particularly in mentoring of young attorneys, experienced investigative police officers, and international organizations.
Must work well with others, and be respectful of Afghan legal and cultural traditions. Must have demonstrated ability to organize and implement complex programs from the ground up. Must be team-oriented, have strong interpersonal skills, work well, and coordinate with the JSSP Team and Afghan and international partners.
Must have strong technical and report writing skills, including fluency in MS Word, Visio, PowerPoint, and Excel. Eight years of international experience preferred.
