The Celestar Corporation has an IMMEDIATE NEED to identify Anti-Terrorism/Force Protection (ATFP) & Physical Security Professionals for a potential opportunity in Camp Lemonnier, Djibouti (CLDJ). Duration of Contract: 1 Base Year + 1 Option

Responsibilities:
Prevent or mitigate hostile actions against DoD personnel (including family members), resources, facilities and critical information
Functions include law enforcement, physical security, management and planning and combating terrorism
Installation Protection Policy, Guidance and Plans Portfolio – compile data and inputs from multiple sources, assist N3 personnel with drafting policy documents, and facilitate document reviews
Support N3 personnel with implementing, coordinating and monitoring the CLDJ base performance against mandated, optional and emergent ATFP and physical security requirements
Provide support in analyzing processes for the receipt, processing, approving and/or forwarding of Security waivers and exceptions
Assist N3 with the development of policy for submitting waivers/exceptions incorporated and a tracking database for waivers and exceptions in process and for those already approved
Participate and advise regarding various ATFP working groups

RAMP/RIIS: Update the Risk-Based Investment Model (RBIM) to support POM process and investment goals. Coordinate with Naval Criminal Investigative Service (NCIS) Multiple Threat Alert Center (MTAC), Office of Naval Intelligence and other intelligence agency analysts to update information on threats prevalent to Navy regions and installations

CVAMP/CBTRIF: Perform data analysis of the open vulnerabilities in CVAMP to inform resource allocation decisions in conjunction with Command Risk-based Investment Model (RBIM)

VV&A/FP Resourcing: Provide advice on the development of a policy to integrate the force protection program efforts throughout the application of risk-based investment strategies to be used in conjunction with threat, vulnerability and critically based processes to eliminate program seams and gaps

Performance Metrics/Common Output Levels (COLS): Make recommendations and assist with the implementation of a process to improve metrics used internal and external to CLDJ performance assessment and resource planning, aligning with CLDJ and higher-level COLS where appropriate

REQUIREMENTS
Master of Arts (MA)/Master of Science (MS) Degree and a minimum of 3 years of experience OR a Bachelor of Arts (BA)/Bachelor of Science (BS) and a minimum of 8 years of experience.
Must be a U.S. Citizen Cleared at the SECRET level
Must possess, or be able to procure upon selection for this opportunity, an Official and Valid U.S. Passport.

Team Members on task (CONUS and OCONUS assignments, some travel):
• Specific vision abilities required by the job may include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
• Team Members deployed to a combat zone must be physically able to live in austere conditions during off duty time that may include extremes in temperature, noise, and must not have any medical conditions that require access to uninterrupted power sources.
• Team Members deployed to a combat zone will be subject to hazardous conditions which may require them to wear a kevlar helmet, individual body armor and/or wear a gas mask for extended periods of time.
