Security Coordinator - Panama

Purpose of position:
1. The Security Coordinator integrates the management team of the Zone and is accountable, on behalf and under the direction and guidance of the Director of Zone, for ensuring that the Minimum Security Requirements (MSR) are implemented and enforced.
2. Coordinate effective security processes and procedures that aim to further improve the Federation's overall security management in the Zone, Delegations and National Societies working or operating under the Federation's security umbrella.
3. To maintain external relations and information sharing with ICRC, UN and NGO's in the Zone.
Description of Duties:
1. Undertake security assessment missions of Federation operations according to the needs and as directed by the line manager to ensure compliance with the Federation's Minimum Security Requirements (MSR). This
includes Contingency planning, Office, Residential and site security coordination, as well as contact and liaison with security service providers.
2. Advise and assist Federation managers and PNSs in the development of appropriate security plans and procedures in accordance with MSR.
3. Provide security related input into the operational plans in the Zone in order to enhance security of field operations.
4. Monitor and analyze the security situation in the Zone, and identify security related trends and issues that affect the Federation and RC/RC Movement.
5. Advise senior management in the Federation and PNSs on required changes to operations and procedures to address identified trends and issues.
6. Disseminate and promote the various Federation security tools and initiatives in the Zone such as the Stay Safe handbooks and the two security e-leaning modules.
7. Establish and maintain internal and external security related contacts and participate in security meetings both internally and externally with ICRC, UN, local authorities and NGO's as required. Assist Federation and PNS office in developing similar external relations within their area of operations as required.
8. Advise field managers on coordinating actions required to deal with security sensitive situations and if required the management of critical incidents.
9. Follow up on security incident reporting and assist the Operational Field Managers in incident analysis and country/delegation specific "incident mapping".
10. Provide country specific security briefings and debriefings to Federation and PNS delegates and visitors entering or exiting the Zone and others as required. Maintain the debriefing file and on regular basis provide the Director of Zone and Security Unit manager with feedback from debriefings.
11. Coordinate training sessions for delegates and Federation employed national staff in both basic security awareness and technical security related areas such as defensive and 4X4 driving, radio communications, fire drills and use of fire fighting equipment.
12. Develop and support security focal points identified in the zone.
13. Create, maintain and improve any Duty Officer system.
14. Undertake operational field liaison functions as assigned by the line manager.
LATERAL RELATIONSHIPS:
1. Establish and ensure effective working relations with the delegates and national staff.
2. Establish and maintain effective liaison relations with ICRC, UN, the interagency community and local authorities.
3. Ensure effective working and reporting relations with the Security Unit in Geneva.
4. Ensure effective liaison with National Society leadership at all levels in the Zones.
ACCOUNTABILITY
1. To strengthen the security management structure and improve the Federation's overall preventive security management by ensuring compliance with MSR.
2. To provide timely and effective support to field managers regarding all security related matters.
3. To ensure that the Operational Field Managers in the Zones are kept informed of all security incidents, security trends, relocation/evacuation procedures and all proposed actions or measures to improve individual, institutional and operational security.
4. To ensure that all modifiable security incidents are routinely advised to the Security Unit in Geneva and other relevant sections of the Secretariat.
Duties applicable to all staff:

Perform any other work related duties and responsibilities that may be assigned by the line manager.
Required Qualifications
Education:
University degree, preferred
Successfully Completed the Stay Safe e-learning courses both the basic and the manager version, preferred
Basic Delegates Training / IMPACT Course or equivalent, preferred
Experience:
Three years of management experience in a similarly wide-ranging role
Field experience in humanitarian work, preferably in the region and with the RC/RC, preferred
At least 1 year of experience working in a RC/RC National Society or any another organisation in a security role
Skills:
Demonstrated success in planning, project management and reporting;
Advanced computer knowledge as user;
Sharing the RC/RC principles and values;
Ability to work in a multicultural environment;
Proven ability as a good communicator
Languages:
Fluent in English
Fluent in Spanish
Knowledge of French, preferred
