The Security Adviser reports to the Country Director.
Job description ■The Security Adviser shall: ■Advise the Country Director on all safety and security aspects of and contribute to the fulfilment of the objectives of the NRC Country Strategy. ■Be responsible for the implementation of the NRC Security Management System and provide updated strategic analysis of political and/or military context, developments and possible impact on NRC operations and environment. ■Identify mitigating safety and security measures, suggest and advise on implementation. ■Work on maintaining or improving access for ongoing and new NRC program activity by conduction Security Risk Assessments (RSA) according to “NRC Risk matrix” and access analysis. ■Identify shortcomings and conduct capacity building to improve national security staff. ■Revise the NRC Country Security Plan and all annexes, on behalf of the CD, and train all NRC staff to unsure a thorough understanding, awareness and adherence to the plan. ■Liaise (communicate, exchange information, and co-operate) on security issues with relevant (predominantly local) external actors in the areas of current and potential NRC programme implementation. ■Identify need and
facilitate training of all NRC staff in general safety and security including, Fire-, Relocation- and Evacuation drills, first aid and communication equipment etc. We offer ■Commencement: As soon as possible. ■Contract period: 12 months with possible extension ■Salary/benefits: According to NRC’s general directions, approximately NOK 49 698,- (€ 6380) per month, and free housing of moderate standard. Please note that tax fees may occur for some countries.
■The Security Advisor will be based in Peshawar. Peshawar is a non-family duty station.The security situation is volatile which results in limited movement, and recreation facilities are limited. International staff members can be required to live in joint accommodation. Qualifications ■Relevant university degree or higher education, preferably in social sciences or international development ■Minimum 3 to 5 years relevant experience working in humanitarian/recovery/development context; ■Military or police training and experience, or formal security and program access education; ■Documented experience in international operations on security and operational planning; ■Proven experience in administration and team management ■Experience in liaising with community and government authorities as well as with regional, national and international institutions ■In country (Pakistan) experience in political, gender and cultural awareness, community – NGO relationships ■Politically astute, with special interest of Pakistan/Afghanistan context, influence of internal and external militants and the international military presence. ■Flexible – and it helps if you have a sense of humour
