Global Security Advisor

WE ARE URGENTLY SEEKING A SECURITY ADVISER to work at the association's head office in Lyons on a permanent contract.

Handicap International is a not-for-profit organisation without any religious or political affiliation. It operates as a federation made up of a network of associations which mobilise human and financial resources, manage projects and implement its actions and campaigns.

Mission:
Reporting to the Programmes Coordination Manager and in liaison with the Programmes Steering Committee, the security adviser will define the security policy to be implemented on all the organisation's programmes. He/she will ensure this policy is adapted to and implemented on each programme in accordance with an annual activity plan.


Main duties and responsibilities:
1/ You will develop the organisation's security policy and management framework:

Introduction of a framework adapted to the needs of the programmes, based on needs assessments and any external developments in your field of activity.

2/ You will oversee the implementation of the security policy and management framework:

Development and distribution of adapted procedures and tools: risk management tools and procedures for the security of HI staff; lesson-learning and pooling of good practices; monitoring performance indicators for your activity.
Support and advice to managers: security risk assessments; proposals for action/solutions; support and quality control missions on certain programmes; supervision of missions by external consultants.
Strengthening the security management competency of the organisation's staff;
Development of a roster of external resource persons.
Participation in the field and at head office in managing incidents relative to the security of persons.
Management of allocated human and financial resources in accordance with established conditions.

3/ You will represent the organisation in external networks:

Regular contacts with counterparts in other organisations (NGOs, UN, etc.) and with international organisations specialised in security matters.
Active participation in relevant international forums.

Experience and qualifications:
- At least two years' field experience in insecure countries of security management, risk assessment and the development of risk management strategies,in both aid and development settings
- Previous successful experience of working with an NGO
- Ability to negotiate and influence
- Organisational capabilities and ability to work under high pressure
- Analytical and writing skills and the ability to synthesize
- Experience of remote working
- French and English essential
- Knowledge of humanitarian security networks preferred.

Remuneration:

Remuneration between Euro 2800 and Euro 3000 gross per month, depending on profile (12 months) + luncheon vouchers + 50% employer contribution towards compulsory family health insurance.
Management status (34 days' annual leave, 13 days of time off in lieu (RTT))
