This is a senior professional post carrying out and supporting the investigation function of the Agency. General supervision is received from the Director, Department of Internal Oversight Services. Supervision is exercised over professional and technical assistants in the course of investigation assignments. In accordance with the Agency policy and procedures and with the assistance of a team of experienced
professionals, the incumbent will:Primary Duties and Responsibilities • Undertake or coordinate, as appropriate, investigations of potential fraud, abuse, misappropriation, corruption and mismanagement (collectively referred to as ‘potential fraud and abuse’) throughout the Agency, applying and ensuring objectivity, impartiality and fairness throughout investigative processes in accordance with generally recognized international investigative standards; • Support investigations carried out by Field Offices and HQ Departments or Offices, including advising Field Office Directors and HQ Directors/Chiefs on Terms of Reference and related plans for investigations. Provide guidance on the conduct of such investigations and develop written guidance materials. Conduct regular training to develop investigation capacity within the Agency; • Review investigation reports and work papers/documentation; provide assurance that investigative work accomplished in the Agency meets the required standards and ensure that lessons learned from investigations are incorporated into the Agency policy and procedures and are shared widely at HQ Departments; • Support the Department of Internal Oversight and Field Offices in developing and maintaining mechanisms for reporting potential fraud and abuse, including a hotline, and the necessary procedures to evaluate incoming reports of potential misconduct and reprisals for reporting potential fraud and abuse. Assist in the development of protocols for initiating and conducting investigations into alleged fraud and corruption; • Provide support in the preparation of work plans and the establishment of priorities for the investigation function in the Agency including development of Terms of Reference and plans for investigations and prioritization of implementation plans of investigative work in consultation with his/her supervisor; • Support management in implementing ethical values which will include anti-fraud awareness training for staff and all stakeholders to help them recognize, appreciate and resolve ethical dilemmas; • Supervise and monitor the work of investigative teams to ensure that outputs meet the required quality standards and are delivered according to schedule.
Professional Knowledge and Experience • Advanced university degree preferably in law or related field; • Formal training and/or certification in various law enforcement methodologies/fraud examination or investigations, such as Certified Fraud Examiner; • At least 10 years of experience in applying internationally recognized investigation techniques of which three years should have been in managing a team of investigators, and further four years of in-depth experience in administrative investigations in the United Nations, or in investigations in the public sector (including prosecution or similar function) or similar system; • Experience in implementing fraud and corruption controls; • Experience in interviewing and analyzing financial data for use in investigations; • Field experience in developing countries; knowledge of the law of the international civil service as related to investigations, staff misconduct, including fraud; • Excellent command of written and spoken English.

Desirable Qualifications • Working knowledge of Arabic; • Chartered Accountancy (CA), Certified Professional Accountant (CPA) would be an asset, if accompanied with relevant and sufficient investigation experience; • Proven ability to work on specialized investigations related software such as En case, Case Management and ACL.
Equivalency When the minimum requirements are not fully met, the Director of Human Resources may exceptionally substitute part of the unmet requirements with a combination of relevant academic qualification, additional professional training and progressive relevant work experience. NB: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination.
Additional Information The incumbent will be required to travel frequently and extensively in the Agency’s area of operations in the Middle East.

UNRWA offers an attractive compensation package including annual salary starting at $86,791 net tax free with dependants or $80,629 single, plus post adjustment of 39.5%. Other benefits, subject to eligibility, include education grant, dependency allowance, home leave, pension fund, health insurance and 6 weeks annual leave. All UNRWA duty stations (with the exception of Gaza) are family duty stations. Initial contract is for one year, with the possibility of further extensions subject to the availability of funds and the continuing need for the post.
