The Field Safety Adviser-Field (FSA) reports to the Representative, Chief of Mission or Head of Sub-Office, etc, with the Chief of FSS providing technical supervision and input for performance evaluation.
The FSA’s primary role is to advise and support the Representative or Head of Office in managing staff safety and security of UNHCR staff, partners, operations, premises and refugees or persons of concern.
Responsibilities of the FSA are the following:
1. Promote the establishment of a system that ensures an appropriate level of safety for UNHCR’s staff and its operations, and compliance with security guidelines and procedures established by the Designated Official (DO), the UN Department of Safety and Security (UNDSS), and UNHCR Headquarters, in each country of responsibility.
2. Advise and support the Representative or Head of Office in managing staff safety and security of UNHCR staff, partners, operations, premises and refugees or persons of concern.
3. Undertake periodic security assessments in close co-operation with UNHCR senior staff members and interagency partners, analysing security factors and levels of risk related to UNHCR activities and evaluating existing security measures to determine their appropriateness and identify areas needing improvement.
4. Provide specific recommendations regarding measures and procedures to ensure and improve the safety of UNHCR staff, property and operations, with specific attention to agency-specific needs such as camp security, refugee convoys and security issues related to urban refugees: provide follow-up support to ensure implementation.
5. Ensure UNHCR's effective participation in the UN Security Management System, by maintaining close co-operation with staff of the the UN Department of Safety and Security (UNDSS),, ensuring UNHCR's compliance with MOSS requirements, cooperating in the development of security plans, ensuring UNDSS understanding of agency requirements, and supporting UNHCR staff serving as members of the country Security Management Team, Area Security Co-ordinators and Wardens.
6. Develop and maintain effective relationships with other security-related actors, including host government law enforcement authorities, and partner agencies, to ensure effective information sharing; provide regular feedback and analysis to country managers.
7. Develop and deliver regular security briefings for staff, particularly upon arrival or when new events in the duty station require.
8. Provide country-relevant security advice and training to UNHCR staff at all levels, and where appropriate, to staff of NGOs and implementing partners in areas including, inter alia, preparation for and conduct of road missions, radio telecommunications, immediate actions upon detection of explosive devices or other dangers, hostage survival and other critical incidents.
9. Provide oversight, guidance and coaching to national security staff under his/her supervision.
10. Assist in the development of evacuation plans, and ensure that staff are kept well briefed and up-to-date on these plans and other security-related information.
11. Conduct rehearsals and practical exercises to ensure that staff are familiar with contingency plans and can implement them confidently in an emergency.
12. As a member of a multi-functional team, contribute to efforts to ensure the physical protection and security of refugees and other persons of concern by providing security assessments, analysis and advice in developing and implementing effective strategies which underpin the responisbilities of the host state;
13. Prepare periodic situation reports on security in accordance with UN and UNHCR standard operating procedures, sharing with managers in the country of assignment and FSS.
14. Maintain linkages with the Staff Welfare Section, and the Medical Service, referring cases as required.
15. Undertake other functions or responsibilities in the interest of UNHCR as appropriate and as delegated by the supervisor.
Required qualificatons: University Degree (BA or equivalent) with a focus on security management and/or related disciplines (political/social science, psychology, international relations). Also relevant would be military or police background. Minimum of 8 years of experience and 2 years in an international capacity.
Fluency in written and spoken English with working knowledge of another UN official language an asset.
