Job Description
G4S Risk Management has been acting as advisors to Kuwait Oil Company (KOC) for over 9 years and has a contract to oversee the implementation of an Integrated Security System and provide general security advice. G4S RM provides a senior technical advisor and two technical advisors to act as the day-to-day advisors to KOC on technical security issues. The current contract commenced 2 March 2014 for 2 years plus option for 6 months extension. One technical advisor is now sought to replace a departing employee from 1st May 2014. All posts are required to be resident in Kuwait. Work hours are usually 0700 – 1500 Sunday to Thursday but there is a requirement occasionally to work extended hours or additional days.
Role Responsibility:
The technical advisor is responsible to the senior technical advisor; main functions and responsibilities are:
a. Provide technical expertise for the continual development of KOC security related standards.
b. Participate in security risk assessment surveys. evaluate existing technical security systems, identify deficiencies, determine technical solutions/upgrades, prepare cost benefit analysis reports, bill of quantities and prepare cost estimates.
c. Conduct professional technical review of security elements in KOC projects. This includes review technical specifications, product catalogues, technical drawings and provide appropriate security recommendations / solutions corresponding to the security risks. Ensure projects comply with applicable security requirements and standards.
d. Evaluate and recommend the most recent technologies, systems and methodology and specific makes and types of equipment that are appropriate to the need, compatible with existing or future systems and are cost-effective.
e. Provide technical expertise and prepare technical specification on physical and electronic security systems. These include but not limited to specifications for fences, gates, barriers, blockers, access control systems, electronic surveillance systems, detection systems, alarm systems, security lighting levels, recoding and data base management, data transmission & security systems integration.
f. Provide technical expertise and provide security input to future major projects. Submit security recommendations appropriate to the security risks. Attend project review meetings and witness site acceptance tests of security elements in Company projects. Prepares security systems test procedures and acceptance criteria.
g. Prepare security systems maintenance procedures, prepare training requirements for Systems operators, administrators and technical maintenance personnel.
The Ideal Candidate:
Qualifications & Experience.
a. Engineering bachelor degree or equivalent Diploma/certificates of technical training in security systems, electrical, electronics, communications or IT systems essential.
b. Eighteen years experience and specialist technical knowledge of security systems including risk assessment, technical systems evaluation, systems integration, networking, project reviews, preparation of scope of work and bill of quantities, cost estimates, preparation of technical proposals.
c. Project management qualification and project management experience on technical systems projects.
d. Experience of specifying, engineering and maintenance of complex integrated security systems including high-speed data networks and multiple I/O devices.
e. Excellent written and spoken English; especially good technical writing ability and ability to describe technical concepts to laypersons in an easily understood manner.
f. Computer literate using mainly MS Windows and MS Office applications including MS Project and knowledge of computer based technical drawing packages.
g Experience of working and living in an Arab country and some knowledge of Arabic desirable.
h. Membership of accredited professional organisation(s) desirable.
i. Kuwait residency and drivers licence.
