POST: Job Title: Security officer Grade: P3 Section: Safety and Security Unit Reports to: Senior Security officer Duty Station: Mogadishu, SomaliaJOB PURPOSE:
To assist in the design, provision and implementation of all security services to protect mission personnel and assets. 3. MAIN DUTIES AND RESPONSIBILITIES: • Participate in preparation of draft security plan for the mission including all aspects related to the elaboration, development, implementation, and updating of the plan as well as evaluating its effectiveness; • Undertake or participate in security missions, as required, including high risk, to perform security assessments; • Monitor and keep abreast of the state of the mission’s security and security preparedness compliance; • Establish regular contacts in the field, taking reports and analyzing developments regarding the mission’s security; • Determine if the appropriate equipment and resources are on hand to implement a Security Plan, particularly vehicles and emergency communication systems;

• Research current collateral security information from media, from the field and other sources on a daily basis; • Analyze accumulated information and maintain a continuous picture of evolving local, national and regional events affecting the security of mission’s staff; • Monitor predictive indicators and early warning type information; • Identify security, crime, political and military trends that would increase risk to mission personnel in the field; • Maintain an ongoing evaluation of air, land and sea evacuation routes and resources for use in emergencies, ensuring the availability of vehicles, aircraft, vessels, fuel supply and assessable roads; • Coordinate draft periodic and incidental reports and oversee drafting of a daily security development report; • Prepare first draft briefs, notes, reports, studies and recommendation on critical issues of interest for senior management decision-making; • Review first draft after-action reports following all incidents; • Maintain office security by conducting physical security inspections of facilities, issuance of identity cards, if possible background checks, and entry control; • Check that the information contained in the Security Plan has been properly distributed to all staff and that key individuals are aware of and capable of performing all required actions; • Conduct security training in such subjects as the security management system, responsibilities of Area Coordinators and Wardens and personal security awareness; • Ensure that fire detection devices and fire-fighting equipment are available on the premises and maintain fire evacuation plan and conduct fire drills and training as necessary; • Maintain protection detail for senior officials as necessary; and • Perform any other duties as requested/directed.


QUALIFICATIONS: University degree (Bachelors or equivalent) preferably in Business Administration, Political/Social Science, Psychology, Military Science, Law Enforcement or similar fields. A military or police academy degree would be relevant.


EXPERIENCE: At least 7 years of progressively responsible experience in security management, preferably in the police or military context, which should include a high standard of physical fitness and operation under extreme stress, unit command and staff experience (high level of leadership) and capability of rapid decision- making (with little margin of error).


SKILLS AND COMPETENCIES REQUIRED: • Ability to work closely with governments, NGOs and multi-lateral institutions in complex political affairs, peace and security undertakings • Ability to expeditiously learn, understand and implement a wide range of African Union security management policies and procedures • Excellent knowledge of security management combined with solid military or other security specialization and some political and social knowledge of Somalia • Ability to effectively deal with stress factors typically encountered in security management • good technical skills to understand and consolidate the varying specializations such as electronics, communications, mechanics, explosives and other sophisticated devices encountered in security system management • Good interpersonal skills • Ability to establish and maintain effective working relations with: mission leadership, security officers in other organisations, specialists in other fields related to security, representatives of local and national governments and the non-government community, with sensitivity and respect for diversity • Must be prepared to work in a hardship, highly pressurized and sometimes hazardous environment


AGE REQUIREMENT: Candidates must preferably be between 30 to 50 years old.


LANGUAGE REQUIREMENT: Fluency in spoken and written English is required. Knowledge of other working languages of the African Union would be an added advantage (Arabic, French and Portuguese).

TENURE OF APPOINTMENT: The appointment shall be for an initial period of one (1) year, the first three (3) months of which shall be on probation. It shall be renewable subject to performance and availability of funds.


REMUNERATION: The salary attached to the position is an annual lump-sum of US$ 98,761.90 inclusive of all allowances for internationally recruited staff, and
