ROLE PURPOSE:
The Safety and Security Manager is a key member of the Senior Management Team (SMT). The S&SM has two areas of broad responsibility:
• Safety and Security: The S&SM is responsible for setting, regularly updating and ensuring compliance with safety and security policies and procedures in consultation with the Country Director. Safety and security policies and procedures should be in line with SC standards and systems, contextually appropriate and designed to ensure all staff and beneficiary safety while enabling program implementation.
• Logistics: The S&SM is responsible for managing logistics related to the movement and storage of vehicles, people and goods and providing daily support to the Directors of Office in these areas. The S&SM ensures that procedures for logistics management in these areas are in line with SC and donor standard operating practices, contextually appropriate and secure in order to support prog ramming that achieves results for children.
KEY AREAS OF ACCOUNTABILITY:
As a member of the Senior Management Team, contribute to:
• Leadership of the Iraq Country Office
• The development of an organisational culture that reflects our dual mandate values, promotes accountability and high performance, encourages a team culture of learning, creativity and innovation, and empowers people to deliver outstanding results for children and excellent customer service for our Members and donors
• Ensuring that the Iraq Country Office complies with all Save the Children Management Operating Standards and Standard Operating Procedures
o Emergency preparedness planning, operational preparedness and emergency response
o Contribution to the design of the country strategy for Iraq.
o Compliance with and promotion of all Save the Children Global policies such as Child Safeguarding, Whistle blowing, Fraud, and Health and Safety.
Safety and Security Management
• Maintain an up-to-date security plan consistent with Save the Children’s standards and ensure that all staff are familiar with its content and agree to abide by its policies and procedures.
• Develop and implement a security training plan for all staff; develop and apply evaluation processes to determine that training competencies are met.
• Assess program activities and their impact on staff and beneficiary safety and security and make recommendations to reduce staff vulnerability. Provide recommendations to SC staff as to ways in which they can effectively reach out to, gain acceptance from and improve their image in host communities.
• Undertake security assessments of programme areas. Report on findings and design necessary improvements.
• Monitor the security environment and make recommendations to adjust security policies and procedures accordingly.
• Maintain, review and ensure proper use of the incident reporting and mapping systems. Ensure that up-to-date incident map is available to SC staff on a regular basis.
• Manage and ensure the implementation of safety and security systems within all country office facilities and vehicles including designing facility upgrades and installation of security systems.
• Ensure that regular security meetings are conducted with relevant SC staff.
• Develop and regularly update security briefing materials and ensure that all staff and visitors regularly receive appropriate security orientation within 48 hours of arrival in the field.
• Develop, regularly update and ensure consistent use of in-country and pre-departure security briefings
• Regularly assess communications needs at post, ensure availability of appropriate communications technology, and update the emergency communication contact list; orient all staff and visitors on emergency communication procedures and technology; test the emergency communication system regularly, analyze results, and make appropriate revisions.
• Coordinate the gathering and flow of security information with other relevant actors. Classify security information according to its reliability and accuracy.
• Submit a security update (to include situational analysis, actions taken, and actions recommended) to the SMT on a regular basis.
• Track and regularly disseminate information and advisories on safety and security to all relevant stakeholders.
• With the Country Director, manage security situations and serve as a lead member of the Crisis Management Team.
• Carry out any other work with regard to security of SC in the field as requested by the CD and SMT
Logistics Management – Vehicles, People and Goods
• Set and regularly update vehicle fleet management policies ensuring that vehicle inspection procedures are applied and all vehicles are properly equipped; train drivers in established procedures and requisite skills.
• Support the Directors of Office to manage all vehicle fleets ensuring compliance with the policies and procedures.
• Set and regularly update policies and procedures for the management of people movement locally, nationally and internationally.
• Manage all staff and visitor movements nationally and internationally including approvals of TARs, maintenance of movement trackers and actual tracking of movement as it happens.
• Manage and track all international staff leave, R&R and other leave.
• Ensure that the CO logistics capacity and systems meet the SCI MOS and are able to satisfy the programming requirements in development and emergency contexts
• Set policies for inventory control and support the Directors of Offices to ensure proper record keeping, maintenance and control of inventory
• Advise on IT security and work with Directors of Office to implement IT security policies and procedures.
Staff Management, Mentorship, and Development
• Ensure appropriate staffing levels for security and logistics including logistics support in the Amman office
• Support the Directors of Offices to recruit, train and supervise security staff across the CO; define expectations, provide technical support as needed and participate in staff Performance Review
• Facilitate appropriate staff development opportunities for security and logistics staff.
• Incorporate staff development strategies and Performance Management Systems into team building process
• Manage the Amman-based logistics including staff, procurement, finance approvals and assets.
Collaboration and Representation
• Regularly coordinate and collaborate with Directors of Office and program teams to strengthen safety, security and logistics.
• Represent SC with government, non-government agencies, communities and within SC as appropriate.
• Liaise with UN, government, INGOs, diplomatic and consular officials and community leaders in the process of gathering and verifying security information on a regular basis.
Emergency Preparedness and Response
• Actively participate in the Country Office’s emergency preparedness and planning processes
• Integrate emergency preparedness in all logistics and safety and security planning and staff development.
• Ensure that logistics and safety and security policies and procedures specifically and clearly establish guidelines for emergency preparedness and response in accordance with SCI standards and the CO’s EPP.
• In case of emergency, lead security and logistics support for the response in conjunction with the Directors of Offices.
• As appropriate participate in relevant emergency planning working groups and/or appropriate emergency response clusters.
QUALIFICATIONS AND EXPERIENCE
• Recommended a minimum of 5 years security and operations experience in a corporate or NGO environment, including of managing security / logistics in complex, highly volatile environments.
• A general appreciation of the issues concerning the NGO sector, both development and humanitarian issues
• Solid experience of developing and ensuring the application of policies and procedures
• An understanding of the political context in the Middle East region and its implications for safety and security in Iraq.
• Ability to analyze information, evaluate options and to think and plan strategically
• Ability to develop and maintain user-friendly data collection and tracking systems for movement and inventory.
• Robust experience of NGO emergency program cycle management, and with experience of working within a complex and matrix organisation structure
• Ability to work effectively with and manage people of diverse backgrounds, to motivate and inspire and to promote positive, lasting change in their lives.
• Demonstrable commitment to humanitarian principles and accountability frameworks, especially in working with very vulnerable populations.
• Flexibility and a sense of humour – ability to work, live and thrive under challenging circumstances
• A team player who is able and willing to learn from others and share experiences – both professionally and personally as we live and work in a communal setting.
• Excellent interpersonal, communication and presentation skills
• Fluency in written and spoken English; ability to communicate in Arabic or Kurdish would be an asset
