Persistent Ground Surveillance System (PGSS) Operator

Location: AFGHANISTAN (Various locations);

Required Qualifications:  We are looking for former military or civilian personnel with the following skill/attributes: High School Diploma or equivalent. A two/four year degree in a technical field related to PGSS (aviation, computer science, or engineering) is highly desired. A prior tour (6 months or more) demonstrating the ability to function/live in an austere/remote and potentially hostile environment. Letters on recommendation or awards from leadership during these deployments should be forwarded with resumes. One (1) or more years of experience with electrical and electronics systems, mechanical systems, or computer networking Experience with Microsoft Office suite essentials (Word, Excel, PowerPoint) Secret Security Clearance (at least Interim). Operator Candidates should have at least one of the following qualifications: One (1) year of sensor experience, or Two (2) or Four (4) year degree from an accredited university or technical college, or One (1) year of experience in General Aviation as a Pilot or UAV Pilot, or One (1) year of experience in trouble shooting advanced electronics or computer networks, or One (1) or more years of Intelligence Analyst experience Desired Qualifications Sensor Experience • Experience operating sensor systems on manned/unmanned aircraft or other surveillance systems. • Experience with the Westcam system is highly desired. Weather • Training on weather as it relates to aviation is also highly desired. Experience as a pilot or aircrew who have had specific weather training and experience is also highly desired. Computer/Networking experience • CISCO or Microsoft Certified Systems Engineer (MCSE) is also highly desired Medical Requirements Personnel working on the PGSS system must be in good health. The environment that they will be working in can be austere. Temperatures in country can range from well below 0 Fahrenheit to above 130. Below is a basic list of medical standards, this list is not all inclusive. Body Mass Index (BMI) • Cannot exceed 30% Sight • Vision must be correctable to 20/20 Hearing • Demonstrate an ability to hear an average conversational voice in a quiet room, using both ears, at a distance of 6 feet from the examiner, with the back turned to the examiner. Mental • No personality disorder, neurosis, or other mental condition that: Makes the person unable to safely perform PGSS Operator duties; or may reasonably be expected, for a period of six (6) months unable to perform PGSS Operator duties Neurological • No seizure disorder, disturbance of consciousness, or neurologic condition that makes the person unable to safely perform PGSS Operator duties; or may reasonably be expected, for a period of six (6) months unable to perform PGSS Operator duties. Cardiovascular • The PGSS Operator shall demonstrate no established medical history or clinical diagnosis of any of the following: • Myocardial infarction • Angina pectoris • Coronary heart disease that has required treatment or, if untreated, that has been symptomatic or clinically significant; • Cardiac valve replacement • Permanent cardiac pacemaker implantation; or heart replacement. General Medical • The PGSS Operator shall demonstrate no established medical history or clinical diagnosis of diabetes mellitus that requires insulin or any other hypoglycemic drug for control. The PGSS Operator shall demonstrate no other organic, functional, or structural disease, defect, or limitation that: • Makes the person unable to safely perform PGSS Operator duties • May reasonably be expected, for the maximum duration of six (6) months, to make the person unable to perform PGSS duties. • The PGSS Operator shall take no medication or other treatment that: • Makes the person unable to safely perform PGSS Operator or • May reasonably be expected, for the maximum duration of six (6) months, to make the person unable to perform PGSS duties. Position Description
The Persistent Ground Surveillance System (PGSS) is the result of a Joint Concept Technology Development (JCTD) effort executed by NAVAIR 4.5x Special Surveillance Programs (SSP) that has been successfully deployed in Afghanistan. PGSS relies on ruggedized, tethered aerostats for long duration flight and low operating costs while also using proven, lightweight, advanced sensors for effective surveillance. The PGSS program addresses urgent Counter-Improvised Explosive Device (C-IED) and Force Protection needs for coalition forces operating in Afghanistan. This Program continues to meet the Combatant Commander’s (COCOM) requirements for affordable, mobile, cost effective Intelligence Surveillance and Reconnaissance (ISR) systems featuring advanced sensor technologies. PGSS has saved lives while increasing tactical effectiveness of coalition forces. The PGSS Operator (Operator) is responsible for the effective utilization of the Intelligence, Surveillance, and Reconnaissance (ISR) aerostat. The Operator designation is separated into four roles and corresponding responsibilities, as follows: Flight Engineer; Payload Operator; Handler; and Launch and Recovery Director. The Flight Engineer manages the health of the payload and provides overall coordination and direction of the sensor(s), while communicating directly with the military customer. The Payload Operator controls the payload. The Handler assists and takes direction from the Launch and Recovery Director (LRD) during the launch and recovery phase of operations. The LRD flies the aerostat during launch and recovery. He is responsible for the safety of flight of the aerostat and flight crew during this phase of operation. Before and after recovery, the LRD is responsible for system pre and post flight inspections and the resulting documentation. An Operator can play all four of these roles in a given tour. Therefore, the ability to work within a cohesive team environment is critical. The Operator is routinely expected to repeatedly move and lift equipment up to 50 lbs. The operating environment requires good physical health (at minimum, a BMI less than 30).
