Job Description (Roles and Responsibilities)
Purpose of job:

The Post Security Manager (PSM) provides professional leadership, assurance and operational management across all areas of mission security, health and safety, fire safety and transport operations. The jobholder ensures the Post maintains a safe, compliant and secure platform for staff, dependants, visitors, information and assets.


SECURITY (60%)
Security Governance & Operational OversightLead on day-to-day management of all aspects of security for the British Embassy Manila.
Working with Post Security Officer (PSO) and Regional Security Adviser (RSA) to implement security recommendations and ensure compliance with security policy.
Act as Secretariat to the Post Security Committee.
Carry out security administration duties, includes regular updates to the PSO/RSA, attend meetings with other teams, internal record-keeping on security items, compiling and maintaining asset register and internal systems.

Guard Force Leadership & Contract ManagementMonitor and oversee the performance of the contracted guard force, ensuring provider fulfils all supervisory, performance‑management and training responsibilities.

Threat Monitoring & Incident Response
Liaise with local police, emergency services and other external security partners.
Act as incident lead for security‑related events and ensure accurate, timely reporting.
Assist with completion of travel risk assessments, recces and briefings for travellers' to areas where the FCDO advises against travel within the Philippines.
Carry out security requirements as stated in the Crisis Management Plan.

Security Briefings & Clearances
Deliver security briefings and inductions for CBS staff, contractors and official visitors.
Lead on security clearances for all CBS and contractors.

Security Drills, Equipment
Arrange emergency drills including evacuation, lockdown and incident simulations.
Management of British Embassy Manila security and communication equipment

Property & Event Security
Conduct security assessments of residential accommodation, hotels and venues.
Lead local security planning and coordination for VIP visits, Embassy events and outreach activities.

Security Budget Management
Manage all security budgets, procurement, forecasting and financial documentation.

HEALTH & SAFETY + FIRE SAFETY (20%)
Health & Safety Leadership & GovernanceMaintain Post H&S policy framework and statutory compliance documentation.
Deliver H&S induction training to all staff.
Lead hazard identification, incident reporting and corrective actions.
Act as the primary first aider for Post and ensure appropriate first aid provision is in place (trained first aiders, stocked first aid kits/AED where applicable), with arrangements communicated and reviewed regularly.

Risk Assessment & Inspections
Monitor JLL delivery of inspections across offices, residences and official properties, ensuring full compliance with standards.
Perform oversight of hazard and risk assessments and maintain documentation as required.

Contractor Oversight & Compliance Assurance
Work with Estates and Technical Works teams to ensure all maintenance and works meet H&S standards.
Support internal/external audit processes and implement compliance actions.

Fire Safety
Maintain and update the Post Emergency Plan and fire safety documentation.
Lead regular fire evacuation drills and ensure mandatory fire safety training is delivered.
Appoint and train fire wardens and assembly point officers.
Ensure fire safety recommendations are actioned and that building works do not compromise fire integrity.


TRANSPORT MANAGEMENT (15%)
Leadership & OversightLead and supervise the Transport Team, setting standards for professional driving and delivery. Transport team includes transport manager and 5 drivers.
Provide overall accountability for transport operations within Corporate Services.

Transport Operations & Planning
Oversee daily driver scheduling and manage operational changes.
Lead secure routing for official programmes, VIP visits and crisis movements.
Ensure optimal fleet utilisation and operational continuity.

Fleet Compliance & Road Safety
Ensure vehicles undergo scheduled servicing, inspections, registration and insurance renewal.
Maintain accurate documentation including logbooks, mileage records and fuel receipts.
Ensure compliance with Post transport safety policies and standards.

Financial Control & Efficiency
Oversee expenditure including fuel, maintenance, repairs and insurance.
Review and validate driver overtime claims.
Implement cost‑efficiency measures for fleet operations.


Team and Crisis Support (5%)
Provide support to Corporate Services colleagues.

Line management of Corporate Services Officers Transport manager and drivers

Essential qualifications, skills and experience
A minimum of 5 years’ experience in effectively managing security teams, demonstrating the knowledge and skills required to assess and apply security of physical environments or comparable experience.
2 years’ experience in coordinating and liaising with local government, local law enforcement agencies and other security entities, including in crisis/disaster situations.
Excellent organisational skills demonstrating an ability to work flexibly and unsupervised, maintaining professionalism under pressure.
Relevant PC experience using MS Office

Language requirements:
Language: English & Filipino
Level of language required: Proficient

Desirable qualifications, skills and experience
A recognised professional Security Risk Management qualification or training.
A working understanding of digital radio and other communication systems.
A working understanding of technical security system (CCTV, Automated Access Control Systems, etc.)
A formal health and safety and fire safety qualification
