Security Manager- Iraq (Noatum Ports)

Job Location: Iraq , Al-Basra GovernorateJob Purpose:

To lead, direct, and oversee all security operations, ensuring the effective protection of personnel, assets, critical infrastructure, vessels, and cargo in full compliance with applicable national port security regulations, international standards, and best practices.

Key Responsibilities:
Develop, implement, maintain, and periodically review the Port Facility Security Plan (PFSP) in full compliance with the International Ship and Port Facility Security (ISPS) Code.
Establish, enforce, and continuously improve robust access control procedures for personnel, contractors, visitors, vehicles, vessels, and cargo, ensuring strict control of restricted and high-security areas.
Conduct comprehensive Port Facility Security Assessments (PFSA) and regular security risk assessments; identify vulnerabilities and implement appropriate preventive and corrective mitigation measures.
Oversee and manage all physical security operations, including surveillance systems (CCTV), intrusion detection systems, perimeter fencing, waterside security, access gates, security screening, and patrol activities.
Lead security incident response, investigation, and reporting processes; ensure timely documentation, root cause analysis, corrective actions, and reporting to relevant authorities and senior management.
Coordinate closely with maritime security authorities, port regulators, customs, coast guard, immigration authorities, and law enforcement agencies to ensure effective information sharing and unified security response.
Ensure full compliance with applicable national maritime security regulations, international standards, and relevant environmental, safety, and regulatory security requirements.
Conduct security drills and exercises in accordance with ISPS Code requirements; evaluate effectiveness and implement continuous improvement measures.
Provide security awareness training to port personnel and contractors to maintain a high level of preparedness and compliance culture.
Monitor security performance indicators, maintain audit readiness, and support internal and external security audits and inspections.


People Management Responsibilities:
Supervise and manage security personnel and contracted security service providers.
Conduct training and drills related to emergency response and security procedures.
Ensure adherence to company policies and promote a strong security culture.

Strategic Responsibilities:
Support in enhancing the port’s overall risk management framework.
Contribute to continuous improvement of security policies and operational procedures.

Qualifications:
Bachelor’s degree in management, Maritime, Law Enforcement, or related discipline.
ISPS Code certification or Port Facility Security Officer (PFSO) certification is mandatory.

Languages:
Arabic – Fluent (spoken and written).
English – Fluent (spoken and written).

Years of Experience:
Minimum 10 years of experience in port security, maritime security, or large-scale infrastructure security management.

Nature of Experience:
Experience in port authority, terminal operations, or regulated maritime environments.
Exposure to greenfield or start-up infrastructure projects is preferred.
Strong experience coordinating with government and regulatory bodies.
ISPS Code implementation and compliance.
Port facility security planning and risk assessment.
Incident investigation and reporting.
CCTV and surveillance system oversight.
Emergency response protocols.
