We work with people affected by violent conflict to improve their safety and dignity through Unarmed Civil Protection (NCP). We work to reduce violence, protect civilians in countries affected by violent conflict and its consequences, and help transform the world's response to conflict situations.
Overview:
Nonviolent Peaceforce (NP) established its national program in the DRC in 2024 to support strengthening the security and safety of conflict-affected communities in South Kivu. Working through the Protection of Disarmed Civilians (UCP), NP centers local communities in preventing violence and promoting positive peace. NP programs will focus on building capacity within local communities to engage in non-violent self-protection methods such as accompaniment, protective presence, community-led safety and security initiatives, such as as conflict de-escalation techniques and early warning and intervention mechanisms. NP's national office is located in Bukavu and currently has a sub-office in Kalehe.
Job summary:
This role is an integral part of the NP DRC security analysis and supports team security. This also contributes to the possible expansion of the country program into new provinces. This role will directly contribute to the detailed analysis of existing areas and expansion. This will be achieved by expanding and maintaining team skills and motivation to analyze and manage safety and ensure a safe working environment.
The Security and Safety Advisor(s) will provide the Head of Mission with consistent and in-depth advice on security, threat assessment and the development and maintenance of robust national security policies and procedures standard operating procedures and contingency plans that will provide field personnel with real-time monitoring and monitoring of safety and security.
This position interacts with all other functions as well as the field program team and will work directly with the NP DRC senior management team as needed. The position includes on-site security support and capacity building for field staff, as well as ensuring that all staff are informed and trained in standard operating procedures, situational awareness, basic safety and security skills as well as related skills necessary for compliance.

Lead the collection, collection and dissemination of security information from various local and international sources and produce weekly official security updates
Initiate and maintain close contact with all relevant stakeholders in order to develop a network and build relationships with key actors – NGOs, INGOs, United Nations and government agencies, authorities, security forces and other armed actors
Monitor and analyze the security situation, ensuring the reliability of security information as a basis for informed decision-making in real time, and maintain a critical incident map and log to support security decision-making and ensure that staff and management are informed of issues
Monitor and track all staff movements
Ensure the entire team knows how to report and manage security incidents
Provide security context analysis and daily security updates, and promptly communicate relevant information, analysis and recommendations to SMT and staff
Provide field safety advice and situational awareness to mitigate risks to program staff in the field
Support risk analysis for the national program as a whole, advise the SMT on security-related issues
Ensure that a centralized system for filing security-related documents is maintained and accessible to appropriate personnel

Where useful, initiate and maintain your own close ties as well as negotiate and implement access approaches. Foster an ongoing culture within the broader team focused on safety awareness and accountability, as well as a commitment to procedures and each other, and organize continuing education as a key strategy to improve safety conditions of security
Produce and ensure compliance with SOPs, contingency plans and risk assessment documents, ensuring that they are up to date and comply with required standards
Lead safety assessments at potentially high-risk new program sites or on travel routes, to provide recommendations regarding travel (Go-No-Go) and risk mitigation measures required if authorized travel
Review standard requests for travel to new locations (regardless of security risk level) or re-travel to high-risk locations, supporting the Area Coordinator and HoM to approve
Advise and develop contingency plans for critical incidents, including matters such as hibernation, medical evacuation, evacuation, accidents involving road accidents, among others, and work with staff to prepare these emergency situations.
Conduct physical security assessments of current and future guest houses, offices, and program implementation sites. Provide recommendations to improve physical security.
