Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations.
DRC has been operating in Ukraine since 2014, currently DRC employs over 800 staff in Ukraine and implements emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.
DRC is currently looking for a highly-qualified Humanitarian Mine Action (NTS/EORE) Manager to join our team in Kharkiv, with frequent travel to Sumy, Mykolaiv and Kyiv.
About the job
You will play a key role in supporting and strengthening the capacity of our local partners to implement Humanitarian Mine Action programs effectively, ensuring high-quality, compliant, and safe delivery of activities. In this role, you will manage and oversee the planning, coordination, and quality implementation of Community Liaison, Non-Technical Survey, and Explosive Ordnance Risk Education activities at area level, ensuring compliance with IMAS, NMAS, and DRC standards while leading field teams and contributing to effective project delivery.
Your main responsibilities will be:Technical oversight of CL activities: Manage and oversee Community Liaison (CL), Non-Technical Survey (NTS), and Explosive Ordnance Risk Education (EORE) activities at area level in line with IMAS, NMAS, and DRC SOPs. Provide direct managerial and technical supervision to Community Liaison Supervisors and teams, including planning, task allocation, performance monitoring, and coaching. Ensure high-quality, timely, and accountable implementation of activities through regular field monitoring and application of quality management standards
Project implementation: Develop and manage team workplans and workloads in line with project objectives, budgets, and operational priorities
Contribute to the development, review, and application of SOPs, tools, and technical guidance in coordination with the NTS/EORE Technical Coordinator
Support project design and proposal development by contributing to activity design, logframes, targets, and budget inputs for CL, EORE, and NTS components, with special focus on integrated programming
Lead and support project initiation at area level, including kick-off meetings, operational briefings, procurement planning, and stakeholder sensitization
Oversee the CL component of project implementation, ensuring compliance with PCM requirements, donor rules, documentation standards, data protection, and budget monitoring
Coordinate with MEAL to ensure Accountability to Affected Populations (AAP) is mainstreamed and that learning and feedback mechanisms are applied
Contribute to reporting, project reviews, donor visits, and project closure processes in coordination with Area and Country teams
Cooperate with the Training department to support the development and maintenance of training materials
Identify and mentor national staff to develop in-country capacity for high-level supervision of CL activities
Represent DRC in relevant coordination forums and maintain effective working relationships with partners, authorities, and humanitarian actors
About you
To be successful in this role we expect you to have at least 5 years of professional experience in Humanitarian Mine Action, with minimum 3 years of demonstrated managerial experience in Community Liaison, NTS, and/or EORE. Moreover, we also expect the following:

Proficiency in spoken and written English
Willingness to travel between DRC locations
Desirable
