Job Description (Roles and Responsibilities)
The British Embassy in Caracas is recruiting a bilingual (Spanish and English) Security and Transport Manager to oversee the security operations of the Embassy and Official Residence and to manage its transport and vehicles. This is a critical and multidimensional role requiring a blend of security expertise, excellent organisational skills, discretion and a strong ability to work with diverse stakeholders.

We are looking for a candidate of outstanding calibre to lead the Embassy’s security, using industry best practice and exceptional professionalism to protect our staff and buildings. This will involve delivering the Embassy’s security strategy, mitigating risks and addressing any emerging threats. The successful candidate will work closely with the Regional Security Adviser (RSA) to oversee and implement security policy, procedures and measures. They will be responsible for overseeing the Embassy and Residence guards and maintaining an effective and diverse network of security contacts. The jobholder will be expected to provide excellent security advice to senior management in the Embassy and London and to respond to any security requirements or queries, which may occasionally occur outside of normal working hours.

The successful candidate will also oversee all aspects of the Embassy’s travel and transport requirements. The successful candidate will have strong leadership and organisational skills, which they will use to manage the Embassy’s team of drivers and maintain our fleet of vehicles to the highest standards. The role also requires good administrative skills to ensure compliance with processes, excellent value-for-money and oversight of diplomatic procedures such as delivery of diplomatic bags.

Security Management 70%

Monitor and report security threats, risks, and incidents.
Advise and implement security measures and risk mitigation strategies.
Provide on-call, out-of-hours support for security incidents, coordinating resources and emergency response as needed.
Maintain an effective network of contacts, including local security forces and other diplomatic missions.
Serve as the Embassy’s primary point of contact for security matters, offering timely, informed advice to senior management.
Oversee security arrangements for Embassy events, visits, and external activities.
Provide security briefings and training for staff and visitors as appropriate.
Oversee Embassy security contacts and Embassy guards.
Ensure appropriate physical security measures at the Embassy, Official Residence and staff accommodations.
Oversee Embassy security equipment.
Conduct security clearances and approvals for staff and visitors.
Oversee the Embassy’s security budget.
Support senior management with other security requirements as required.

Transport (20%)

Organise the maintenance of the Embassy’s fleet of vehicles.
Manage the Embassy’s team of drivers, including organising shift patterns.
Organise and oversee transport arrangements for staff and visitors.
Oversee the Embassy’s transport budget.

Corporate (10%)Support the development and practicing of Embassy crisis planning.
Administrative support, including opening diplomatic bags.
Play an active role in supporting the Embassy’s corporate activities and responsibilities.

Resources managed (staff and expenditure):
Manage a team of drivers.
Oversee the Embassy’s security and transport contracts.
Manage the Embassy’s security and transport budgets.
 

Essential qualifications, skills and experience
Ability to work as part of a team and independently.
Experience of managing a small team of employees.
A minimum of 5 years previous security experience with strong security knowledge.
Experience of senior leadership, including managing teams, in a challenging security role.
Experience of developing and implementing security strategies and measures for organisations.
Experience of overseeing security for organisation(s) in Venezuela.
Ability to be well organised with attention to detail and follow through tasks, to communicate effectively.
Strong interpersonal and written communication skills.
Strong IT skills.
Ability to lead by example.
Full driving licence.

Language requirements:
Language: English and Spanish
Level of language required: Proficient

Desirable qualifications, skills and experience 
Management and leadership experience.
Previous knowledge and experience of security management gained from a background with the police, military or an international organisation.
Extended network of local security contacts.
ASIS CPP/PSP or similar.
Previous knowledge and experience dealing with transport and vehicle management.
Experience overseeing budgets.
