Norwegian Church Aid is recruiting three experienced professionals to join our Global Safety and Access Team. Each will take regional responsibility for a group of Country Offices, helping ensure staff safety and operational continuity in challenging contexts. This is an opportunity to contribute to meaningful work while applying your expertise in safety management across diverse settings.
We are recruiting for three positions, each based in a different location: Damascus (Syria), Bamako (Mali), and Juba (South Sudan). Position overview
As a Regional Safety Advisor, you will provide strategic and operational safety support to Country Offices within a designated region. The role includes advising senior management, supporting field teams, and contributing to policy implementation, training, and crisis response.
You will travel extensively—up to 60% of your time, including to high-risk locations, often as part of the initial response team. The position requires sound judgment, resilience, and the ability to deliver clear safety analysis and recommendations under pressure.

Main tasks and responsibilities
Provide operational safety support to Country Offices within an assigned region
Ensure compliance with Minimum Operating Safety Standards (MOSS)Support crisis preparedness and response
Implement advanced mitigation measures, including digital tracking systems and physical security in high-risk areas
Build capacity by mentoring national safety focal points
Deliver training in personal security and crisis management
Promote consistency and collaboration across regional safety practices
Support safety planning during office location reviews and adjustments in high-risk operational contexts
Qualifications and experience
Demonstrated experience in safety and access management within the NGO sector
Practical experience working in high-risk or complex environments
Relevant higher education or equivalent professional experience
Proficient in Microsoft Office and digital tools relevant to safety management and secure communication
Knowledge of information security is an advantage
Regional language skills (e.g. French, Arabic, Swahili) are considered beneficial
