Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI implements through its interventions expertise in the field of access to drinking water, sanitation and promotion hygiene but also in the essential area of food security and livelihoods. Present in 26 countries, the IS teams - 3,200 people in total made up of expatriates, national employees, permanent staff at headquarters, a few volunteers...- intervene with professionalism and commitment while respecting cultures.

The mission

Solidarités International (SI) intervened for the first time in Haiti after the passage of storm Jeanne in 2004. Following the 2010 earthquake, its intervention focused on an emergency response through activities providing access to basic Water, Hygiene and Sanitation (WASH) services for vulnerable populations. Since then, SI has become a major player in the emergency response in WASH and the reduction of risks linked to water-borne diseases in collaboration with the National Directorate of Drinking Water and Sanitation (DINEPA), particularly on the various displaced sites affected by urban violence thanks to its mobile drinking water team, sanitation and Hygiene (EMO-EPAH) which is able to deploy in all emergency areas of the country, as well as in the most vulnerable schools in the ZMPP. SI was a key player in the fight against cholera in Haiti between 2010 and 2019, then against COVID-19. Since the resurgence of cholera in October 2022, SI has taken advantage of this expertise and mobilized to ensure a rapid response to cholera alerts in collaboration with the Ministry of Public Health and Population (MSPP), while working to strengthen community engagement in the fight against cholera and the dissemination of prevention messages.

Depuis 2012, SI est également acteur influent dans le secteur de la sécurité alimentaire, avec des activités basées sur l’utilisation innovante de coupons électroniques à valeur monétaire via le système RedRose, et des activités de relance agricole et de diversification des moyens d'existences. SI dispose aussi d’une expertise dans la Réduction des Risques et des Désastres (DRR), et accompagne les communes pour l'élaboration de plans de contingence communaux, et la réalisation d'exercices de préparation aux désastres (SIMEX).

SI s’appuie donc sur l’expertise technique et l’expérience de ses 50 employés nationaux qui agissent au plus près des populations vulnérables, sur sa solide expérience du contexte haïtien et sur son expertise technique dans les secteurs EHA et SAME au niveau institutionnel comme local.

OBJECTIF GENERAL
Assurer la sécurité des équipes et des biens en Haïti par l’analyse du contexte et la collecte d’informations, la définition et mise en œuvre de stratégies adaptées, ainsi que la gestion des procédures de sécurité et de crise. Développer et maintenir un réseau de contacts locaux, accompagner l’ouverture/fermeture de bases et sécuriser les déplacements. Former et sensibiliser les équipes, mettre à jour les plans de sécurité et coordonner la réponse aux incidents pour garantir l’intégrité du personnel et la continuité des activités.

ENJEUX ET DEFIS SPECIFIQUES
Dans le cadre d'une situation sécuritaire fluctuante à Port au Prince, et des récentes évolutions du contexte socio-politique, une revue des process sécuritaires est nécessaire. Le changement de la dynamique sécuritaire hors de Port au Prince et un travail sur les accès doit être effectué afin de pouvoir répondre aux besoins humanitaires.

CONTRAINTES SECURITAIRES
Haiti est catégorisé en Niveau 4, La sécurité est assez volatile/dégradée à Port-au-Prince dû à la présence des gangs mais n’empêche pas la conduite des activités. Les règles de sécurité de la mission sont strictes (couvre-feu à 20h à Port-au-Prince)

SI VOUS OFFRIRA LES CONDITIONS SUIVANTES
Un poste salarié : Selon l'expérience, à partir de EUR 2860 bruts par mois (2600 salaire de base + 10% d'indemnité de congé annuel versée mensuellement) et un Per Diem mensuel de USD 750.

SI also covers accommodation costs and travel costs between the expatriate's country of origin and the duty station.

Breaks: During the mission, a system of alternation between work and leave is put in place for 7 working days every three months (with USD 850 allocated by Solidarités International). In addition to these break periods, there is one additional day of rest per month worked.

Social and medical coverage: Expatriates benefit from insurance that reimburses all health costs (including medical and surgical costs, dental and ophthalmological care, repatriation) and a welfare system including war risks. The costs of vaccination and essential antimalarial treatment are reimbursed.

LIVING CONDITIONS:
The position is based in Port au Prince, the accommodation offered is in a Guest house in single rooms located in a secure compound located 1km from the office. The standard is very good (swimming pools, tennis court, room with private bathroom).
Restaurants, a supermarket and stores can cover all needs.
The office is also ok, well located in a residential area.

DIPLOMA AND EXPERIENCE
Experience in the humanitarian sector: +5 years
Experience in a similar position: 3-4 years

TECHNICAL SKILLS

1.Security analysis and monitoring: collection of information, monitoring and analysis of political, military and armed dynamics.
2.Risk assessment: security diagnostics of intervention areas, roads, airports, airlines, new or existing bases.
3.-Design and implementation of procedures: development and updating of safety guides, evacuation and containment plans.
4.Crisis management: conduct and coordination of containment measures, relocation, evacuation; direct incident management and drafting of associated reports.
5. Training: development and delivery of safety briefings, awareness raising and team capacity building.
