Organization Profile
Around the world, the number of missing persons is rising – as a result of conflict, climate change, organized crime, migration and other causes. By some metrics, the world is experiencing the highest number of conflicts since 1946. Conflict and natural disasters, including wildfires, hurricanes and floods, have fueled migration, which in turn has been accompanied by a surge in human trafficking and slavery.

The International Commission on Missing Persons, a treaty-based intergovernmental organization with Headquarters in The Hague, the Netherlands, is seeking an experienced, dynamic and committed individual to join a highly motivated team working on this global challenge. ICMP’s overall strategy is based on upholding international law and securing the rights of families of the missing to truth, justice and reparations.

Background about the Consultancy

ICMP is an intergovernmental organization tasked to work exclusively on the issue of missing persons. ICMP works with governments, civil society organizations, justice institutions, international organizations families to address the issue of missing persons. While ICMP does not maintain a fixed presence in Syria, it plans to deploy personnel to Damascus and the surrounding governorates to conduct assessments, monitoring, coordination, and program support activities. These deployments are expected to last between one and three weeks and will involve small teams of 3 to 5 experts. Given the complex and high-risk environment, ICMP seeks to engage a security adviser on an ad hoc basis to provide expert security risk management and operational support for field missions in Syria.

Objective
To ensure the safety and security of ICMP personnel during short-term field deployments to Syria through the provision of professional and responsive security risk management and operational support.

Key Responsibilities
For each deployment, the Security Adviser
responsibilities will include:

1. Security Risk Management Develop and update Security Risk Assessment (SRA)s and standard operating procedures (SoPs) for ICMP activities in Syria.
Advise on key mitigation measures, including the use of personal security details and secure vehicles.
Provide real-time incident analysis and strategic input during critical events.
Design and implement contingency plans.
Deliver pre-deployment security briefings.
Conduct daily situation updates (as required) and post-mission incident and debrief reports (if applicable).

2. Operational Support Advise on movement planning, safe facilities and communications.
Advise on emergency response and evacuation options.
Assist with the vetting of transport and accommodation providers.
Support access and permitting negotiations with local authorities.
Building on ICMP contacts, Coordinate with the UN Department of Safety and Security (UNDSS), International NGO Safety Organization (INSO) or other security coordination mechanisms in Syria as
requested.

Deliverables
Security risk assessment reports, mitigation matrices
and contingency plans.
Access and Route mapping briefs.
Pre-deployment security briefings.
Daily security Updates.
Post mission incident and debrief reports.

Qualifications/Requirements
Proven security experience in Syria and conflict zones with international organizations, international NGOs, UN agencies or diplomatic missions.
Demonstrated compliance with international standards.
Familiarity with humanitarian principles.
Ability to mobilize within 48-72 hours.
Experience with remote management.
English and Arabic

Other Requirements
Proficiency in Microsoft applications, including Word, Excel and Power Point;
Proven ability to interact positively with colleagues regardless of culture, nationality or gender;
Commitment to the underlying objective of helping the authorities and families of the missing to account for missing persons in an impartial and transparent manner.

Evaluation Criteria

Proposals will be evaluated based on:
Operational capacity and regional presence.
Technical approach and regional presence.
Cost-effectiveness and transparency of pricing.
Compliance with international security standards.
References and past performance.
Individual has a bank account in their own name which can receive international bank transfer in USD.

Paid be assignment or day rate.
Pre-agreed deliverables required for payment.
Reimbursable travel costs if applicable.

Compensation

Should you be selected for the Consultancy ICMP will discuss and agree with you about the pricing structure. Payment will be made within thirty (30) days or earlier of ICMP approving the invoice for payment by bank transfer. In the case of travel, ICMP provides medical evacuation and travel insurance. The consultant is required to provide their own health, life and accident insurance.
