Through our partnership with Harvard Medical School and the Brigham and Women’s Hospital, we support a wide range of programs in dozens of other countries around the world.

Our Work In Sierra Leone:
Partners In Health (PIH) began supporting the government of Sierra Leone in response to the Ebola epidemic in October 2014. Recognizing the large need for continued investments in the health system after Ebola, PIH is committed to long-term health system strengthening in support of the Ministry of Health and Sanitation (MOHS), guided by the same principles as our emergency response and our work around the world: public sector accompaniment, integrated and comprehensive services, social justice, nimbleness and flexibility, partnership, community ownership, and evidence-based interventions. In the aftermath of the epidemic, PIH is committed to supporting the delivery of comprehensive health services in Sierra Leone, from the community level to the health center and to referral hospitals.

Position Overview
The Safety & Security Manager will work closely with the Executive Management Team to ensure that organizational security policies and procedures are responsive to the context, adequate and known to staff. Under the supervision of the Director of Site Operations, the Safety and Security Manager will analyze security trends, security risks assessment, advise, update, and implement Partners In Health Sierra Leone Security Management Plan, SOPs, contingency and evacuation plans, etc. and as well as manage security incidents.

The role will provide security advice, coordination and support to all levels of the PIH SL hierarchy with particular emphasis on Executive Management Team and the entire PIH SL staff.

Essential Duties and Responsibilities:

Policies and Procedures
Develop and maintain a countrywide security plan that is consistent with the acceptance model but taking into account local realities and OnePIH standards.
Ensure quality and relevance of area security plans.
Ensure that all staff understand the country-wide security plan and agree to abide by its policies and procedures.
Monitor the security environment and adjust security policies and procedures accordingly.
Undertake reviews of policies and procedures; identify opportunities to enhance safety and security.
Review and update Pre Departure Information and ensure that it is shared with joiners or visitors before departing their destinations.


Safety and Security Management
The Safety & Security Manager is responsible for the day-to-day management of security across PIH Sierra Leone sites.
Monitor vehicle movements in Sierra Leone to ensure that they follow security rules.
Ensure that the office, guesthouse, and cars are adequately equipped and respect security minimum standards including first aid kit, functional fire extinguisher, etc..
Assist with program proposal development to ensure adequate consideration of safety and security needs and inclusion of safety and security costs.
Provide safety and security support and advice to Coordination Site.
Work with Director of Site Operations and Senior Director of Operations to develop, consolidate, and implement operating procedures and contingency plans.
Serve as the main contact person for security service providers and ensure that security guards are well equipped with all necessary tools and trainings that will enhance performance.
Work with security service providers to develop and implement a comprehensive SOP for security guards.
Manage and evaluate security contracts on a regular basis and provide recommendations to management.
Evaluate, review, and update the hibernation and evacuation plans for all PIH-SL offices and residences in Sierra Leone and ensure that the practical preparations are in place and known to all staff involved.

Security Risk Assessments, Analysis, and Supervision
Identify, establish, and manage context-appropriate approach to assure PIH-SL facilities are safe.
Compile and submit monthly security reporting that track incidents and trends within the PIH-SL’s area of operation.
Work closely with Operations teams in other Offices in Sierra Leone to ensure all incidents and accidents are followed up with an official written report.
Line manage guards to ensure that security standards are maintained, and property secured.
Provide day-to-day management of security guards across PIH sites in Sierra Leone to ensure that security standards are maintained, and property secured at construction sites, offices, hospitals, guesthouses, etc.
Conduct risk assessments of contracted and prospective offices and residences.
Follow up on actions to be taken to ensure compliance with safety and security standards.
Ensure that risk assessments are conducted on a six-monthly basis, or after a critical incident occurrence, in all of PIH-SL’s operational areas in Sierra Leone.

Safety & Security Training and Orientation
Work with security service providers to design and provide security capacity building development for Security guards to ensure life and property are safeguarded.
Provide regular trainings for PIH-SL staff on security preparedness, prevention, and response. Training(s) may include Standard Operational Procedures (SOPs); Contingency Plans (CPs); Security Management; Incident Reporting; Prevention and Response Mechanisms; Communications protocols, etc..
Working with the HR focal point and External Engagement Lead on reviewing, updating the PIH-SL Security Information package for new hires and visitors.
Provide security briefings to new joiners or visitors within the first 24 hours and provide staff with key security documents.
Ensure that regular briefings and trainings take place to ensure that staff have a full understanding of security SoPs.
Coordinate and conduct fire safety training for all staff. Workplace safety, encompassing fire prevention, emergency response, and evacuation procedures. Ensures staff are equipped to handle fire-related incidents effectively, minimizing risks and potential harm.

Representation and Coordination
Liaise with Hospital management, NGOs and local authorities to ensure the coordination of PIH-SL’s security management.
Ensure that appropriate systems are in place to effectively disseminate security information and updates of the security system to staff.
Ensure that PIH-SL is appropriately represented at safety and security and related meetings.

Emergency Preparedness and Response to Crisis
Contribute to the development of country emergency preparedness plans.
Coordinate with Clinical and Operational departments to develop Operational and programmatic contingency plans that respond to identified emergency scenarios including medical emergency.
Maintain up-to-date evacuation plan for Third Country Nationals (TCNs) and relocatable staff.
Update the med evac plan on a regular basis in collaboration with HR department.

Education and Work Experience Requirements

Bachelor’s degree in Security, Social or Development studies or any other related field.
A minimum of 5 years of non-profit or INGO work experience with demonstrated capabilities in planning, organizing and executing humanitarian security operations in the field.
Strong experience as a trainer; ability to develop, implement, facilitate and impart learning to a wide range of audiences.
Ability to gain a precise understanding of the various local, regional, country and international policies, operational positions and interactions, providing clear dynamic briefings and analysis of given and unfolding security and political situations when they occur.
Competency in Microsoft Office systems including Word, Excel, PowerPoint, Access and other database/mapping systems.
Experience of incident reporting, incident mapping, information collation and analysis functions, set up and execution of an incident warning system compilation of security reports and assessments.
Appropriate security management training.
Previous NGO security management is mandatory.
Fluency in English, both written and spoken.
