Job description
As a humanitarian access and risk advisor, you are responsible for the implementation of the security pack and the monitoring of Medecins du Monde (MdM)’s safety and security framework at country level. You are the guarantor of the good practice of the MdM policy on the subject.
You improve contextual analysis, build a network, support operational management and strengthen the security capacities of the mission to advise and support the general coordinator (who remains the primary person responsible for security in the country) in that regard. You are the line manager for the humanitarian access and risk officer (HARO).
Your main responsibilities are the following:
Requirements
Relevant university degree in project management, humanitarian aid, development, geopolitics or any relevant fields
Similar experience or a minimum of 3-5 years of experience working with international NGOs in high-risk humanitarian contexts (operational, logistical or security position)
Study and/or training in security management is an asset
Knowledge and mastery of security management methodologies and tools for humanitarian missions
Knowledge and mastery of telecommunications rules and tools, vehicle management and building security
Use of tracking and mapping mobile applications, VHF radio system setup, and mapping softwares
Rigor, organizational skills and negotiation skills
Stress management
Languages: fluency in English (both spoken and written), knowledge of Arabic is an asset

4-month contract
Gross monthly salary: €3,359
Position based in Amman, Jordan
Premium equal to one month salary paid in two instalments – minimum of 6 months seniority required
Expatriation bonus (10% gross salary per month)
Transportation cost, vaccines and visas covered
Guesthouse housing
22.5 recovery days per year
5 weeks of paid leaves per year
Health insurance (contribution 50% covered by MdM and 50% by the employee)
Insurance (repatriation…)

Besides, MdM strategy includes of Mental Health & Psychosocial Support (MHPSS) and emergency response activities following critical incidents related to occupation, local partners capacity building and MHPSS integration at Ministry of Health (MOH) Primary Health Care Centres level (PHCCs).

Support the general coordinator on crisis management and the decision-making process
Lead the update, roll out and supervise the implementation of MdM security package
Conduct training and capacity building to MdM team
Networking and linkage with INSO, UNDSS, NGOs, authorities and other key stakeholders on security to improve security monitoring and analysis
Produce and update detailed security maps of operational areas (e.g. No-Go Zones, sensitive roads, points of interest, static sites), using tools like ArcGIS or QGIS
Elaborate the incident reports as a key member of the Incident Management Team (IMT)
Support the general coordinator on daily security clearance for the movements
Support and enhance the technical capacities of the HARO
Support the logistics team in assessing and maintaining security-related communication systems (radios, sat phones, GPS trackers, etc.).
