About the Role
Culmen International is seeking a Senior Maritime Advisory Consultant to support the Ministry of Defense in Madagascar.
This position will require a 45-day deployment in the country. Life support will be provided by the Company.
The Senior Advisor will be placed within Madagascar’s Ministry of Defense (MoD) to assist in implementing a Maritime Security Country Action Plan. This role will involve fostering the necessary force structure, manpower, and organizational planning to support Madagascar’s Maritime Security Strategy. The advisor will coordinate actions related to the Country Action Plan, monitor progress against milestones, and organize workshops as needed.
Following an annual review, the advisor will plan activities to further support institutional development and enhance maritime security in Madagascar. Additionally, the advisor will help the MoD and Navy in continually assessing current deficiencies and will formulate a set of recommendations that align with the country’s national and defense strategies, as well as current and future requirements. This work will support the goals of a US agency funding international defense reform initiatives.
What You’ll Do in Your New Role
Assist the Ministry of Defense (MoD) and the Navy in the implementation of the Country Action Plan to enhance maritime security.
Support the Malagasy Navy in its plans for restructuring and expansion by ensuring that they have effective strategies for staffing and maintaining their vessels.
Help the Malagasy overcome challenges related to the implementation of their strategy and broader force realignment efforts.
Act as a liaison to ensure that the assistance provided by the U.S. Government and other international contributors aligns with mutual objectives and complements each other.
Coordinate closely with the U.S. Embassy Defense team to ensure that all efforts are harmonized.
Required Qualifications
6+ years of experience with a master’s degree OR 10+ years of experience with a bachelor's degree.
Minimum rank O-5 in the military or equivalent in a civilian capacity (i.e. FS-02/GS-14).
4+ years of experience in maritime security focused on maritime security strategy development.
2+ years of experience in a joint military or interagency environment.
2+ years of direct experience with U.S. military human
Secret clearance
Fluent in French
U.S. citizenship
