CONTEXT:
Handicap International has been working in the DRC since 1995 in many sectors and is a recognised player in humanitarian assistance and logistics**. In Goma**, several projects are underway, including:Mobile Mental Health Clinic(ECHO): This project aims to provide mental health services to vulnerable populations through mobile clinics;
Emergency Primary Health Response (CDCS): HI intervenes in mental health integrated with stimulation therapy for SAM children and their families;
Integrated Rehabilitation (RIMSCASSA-GFFO): This project combines stimulation therapy and mental health for comprehensive rehabilitation;
ATLAS Logistique storage: Storage project with possible deployment of the transport activity.

In Kinshasa, HI is implementing multi-year development projects on the following themes:Physical and Functional Rehabilitation;
Maternal and Child Health;
inclusive education;
Inclusive governance.

In Kasai and Kasai Central, HI, initially engaged in development activities, has been working on food security projects since the 2016 crisis, using the cash modality and then supporting agricultural production. Currently, HI is working on an economic inclusion and inclusive education project. HI's multi-year operational strategy for the DRC is currently being renewed and will have to take into account the new challenges linked to the internal and regional political context.

YOUR MISSION:
The position, based in Goma, reports to the Programme Director.

The HAS Manager is in charge of a team currently composed of 4 people (1 HAS senior, 2 HAS officers and 1 radio operator) all based in Goma.

Its scope of intervention is the DRC (including Kinshasa, Mai Ndombe, Kasai and North Kivu).
The person's objective will be, during his mission, to support the nationalization of the position.
As such, strengthening the capacities of his team will be one of his priorities.

Mission 1: MANAGEMENT:
Exemplary manager: Embodies HI's values and serves as a role model.

Manager Manager: Organizes the operational management of the team, structures the work, manages performance, and facilitates problem solving.
1st HR Manager: Develops employees, creates the conditions for their commitment and professionalization, ensures compliance with the code of conduct and institutional policies.

Mission 2: STRATEGY:
Contributes to the development and implementation of the operational strategy (StratOp) on the Access and Security component.
Responsible for the declination of the StratOp into action plans (HAS part), monitoring the implementation and adjustment if necessary.

Mission 3: STANDARDS AND EXPERTISE:
Develops, implements and updates HI's security system.
Ensures the application of HI's security policy and new directives.
Develops a learning system based on acquired experiences.
Represents HI on security issues (forums, operational and strategic alliances).

Mission 4: OPERATIONAL IMPLEMENTATION:
Context monitoring, increased acceptance and humanitarian access: Monitors and analyzes the humanitarian context, develops the network of informants, proposes adaptations to operating methods, ensures the mapping of the areas concerned, supports the program's access strategy;
Operational Security Management: Produces security analyses and recommendations, identifies activities at risk, participates in the planning of operations, provides advice and guidance, conducts security visits in the field, ensures internal coordination for security, participates in incident/crisis management;
Capacity building and training in security and humanitarian access: Assesses training needs, implements a HAS training plan, provides ongoing training for staff, develops the safety culture, provides safety briefings, conducts regular safety updates, promotes internal coordination.

YOUR PROFILE:
You have 5 to 8 years' experience in the field of security for an NGO or international organization in an unstable security context;
You are proficient in the analysis of the security context;
You are proficient in incident and crisis management;
You are proficient in the development of reference documents and HAS tools.
You have experience in humanitarian negotiation.
You have experience in team coaching.

CONDITIONS:
At HI, the conditions of departure are commensurate with your commitment and adapted to the context of your mission. Particular attention is paid to health issues and your personal situation:

· International contract of 3 to 6 months ideally starting from June 1, 2025 (if possible earlier);
· The international contract allows for social security coverage adapted to the needs of each individual:Unemployment insurance levied only for EU nationals;
Pension insurance;
Health coverage, repatriation, provident insurance paid for by HI and by the employee;

· Salary: from 2813€ gross/month; according to professional experience;
· Perdiem: €628 net/month – paid in local currency on the ground;
· Hardship: 250€ net/month
· Paid leave: 25 days per year;
· R&R: 5 days every 8 weeks => + possible transport/package support;
· Unaccompanied post:
· Housing: Collective supported by HI;
· If you are a resident of the country: local package.
