RESPONSIBILITIES
Management
Ensure that PLAN meets regional/global standards for safety and security management.
Advise the CLT (Country Leadership Team) and the ECLT in strategic orientations/decisions regarding safety and security management;
Convene and lead SRT meetings according to the evolution of the security context and monitor the SDT (Security Decision Tracker);
Coordinate meetings, provide strategic orientations, technically supervise and support security officers from Mali planning offices.
Create and implement a multi-annual strategy, budget with measurable and clear results.
Ensure the technical link with the Regional Advisor in charge of security.
Report security incidents to the Country Director (CD) and in dedicated tools. Implement immediate safeguard measures and propose long-term corrective measures, conduct and direct investigations and collaborate with different departments if necessary.
Analysis of the impact of the context on Plan international operations and personnel.Coordinate the country security analysis and determine the consequences of risk and future developments for Plan International, its personnel, resources, programs as well as the risks for project partners, on the basis of; What? Why? What to do? (What, So What, Then What?)
Determine recommendations and practical advice for prevention and mitigation following these analyses.
Establish a system for communicating and disseminating security analyses. Ensure its proper functioningSecurity managementPreventionDevelop a culture of safety and security within the mission by strengthening the level of staff involvement, coordination and collaboration. Ensure that this safety culture has an intersectional approach supporting all staff in their diversity eg: Person of color, national staff, sexual diversity, women, person with disabilities.
Développer un budget sécurité fiable ainsi que des plans d’achat et une stratégie budgétaire pluri annuelle.
Supporter les initiative globale et régionale de formation à la sécurité en participant au TOT et en délivrant les formations internes à Plan International, et développer des formations ad-Hoc en fonction des besoins spécifiques.
Veiller à ce que la planification de la sécurité fasse partie intégrante des opérations quotidiennes et qu’elle soit intégrée au développement de programmes futurs, notamment dans la partie narrative des risques ainsi que dans la partie budgétaire (ligne sécuritaire claire, analyse du pipeline Grants sur les besoin sécuritaires).
Aider à l'analyse et aux évaluations stratégiques et opérationnelles, et au perfectionnement des stratégies de programme.
Conseiller et orienter les différents départements sur la gestion du risque sécuritaires dans leurs opération et activités (Admin, RH, Logistique, Programme, communication)
Appuyer et mentorer les responsables sécurité des bureaux par des visites bureaux et terrain régulières afin de renforcer les capacités en matière d’évaluation de sécurité.
Reporter tout manquement du CO quand a ses normes de sécurité auprès du CD, proposer des mesures correctives et s’assurer de leur mise en œuvre par les départements ou bureau identifie.
Coordonner les exercices conjoints d’évaluation du risque, agrège les données des bureaux pour créer un document d’évaluation des risques pays, représentatif de la situation contextuelle et de son évolution proposant des mesures concrètes innovatrices et adaptées aux personnels et programmes. Développer des SOP découlant de ces documents d’évaluation du risque. (UXO, IED, mines, gestion du cash etc. Kidnapping) ;Élaborer et coordonner la stratégie d’accès et de négociation humanitaire. Renforcer les capacités du personnel.
Créer et développer un réseaux sécurité Mali, afin de collecter des informations de sources diverse, partager et apprendre des bonnes pratiques.
Mettre en place un protocole en relation avec le département des Ressources Humaines (RH) afin que tout visiteur et personnel entrant reçoivent le package de sécurité contenant entre autres un briefing de sécurité.
Superviser et faire respecter les normes/procédures de sureté/sécurité en matière de conformité.

Ensure that Plan International's global policies for safeguarding children and young people and those on gender equality and inclusion are fully integrated in accordance with the principles and requirements of the policy, including standards and guidelines for implementation applicable to their area of responsibility. This includes, but is not limited to, ensuring that staff and associates know and understand their responsibilities under these policies and the Plan Code of Conduct.
