La Chaîne de l’Espoir in Afghanistan
La Chaîne de l'Espoir has been working in Afghanistan since the early 2000s. In 2005, it built the French Medical Institute for Children (FMIC) in Kabul, a non-profit pediatric hospital, to provide high quality medical and surgical care for young patients. Since 2006, the Aga Khan Development Network (AKDN) has been responsible for the overall management of the FMIC, with La Chaîne de l'Espoir providing medical support and access to the most vulnerable populations. In 2016, the hospital expanded with the opening of gynecology, obstetrics and neonatology services, becoming the French Medical Institute for Mothers and Children (FMIC). Services for adults have also been developed in recent years. Tthe program aims to to provide health care services for women and children from all 34 provinces in Afghanistan, La Chaîne de l'Espoir is providing support and technical expertise for the FMIC (French Medical Institute for Mothers and Children) through medical missions.

The position
Working alongside the Head of Mission and the Head of Admin, Finance and HR, you will help define La Chaîne de l’Espoir’s logistics and procurement strategy for the country. You will prepare and update the procurement plan monthly, and manage the logistics team on a daily basis to ensure smooth operations.

Additionally, you will be responsible for the security and safety of the country office, in close collaboration with the Head of Mission. You will develop, implement, and monitor security measures in accordance with La Chaîne de l’Espoir’s operational framework in Afghanistan, following CDE’s protocols and standards. This includes contributing to risk reduction strategies and updating security documents in response to the evolving security situation.

Under the Head of Mission’s management, you will lead a team composed of assistants, drivers, and cooks.

Essential duties and responsibilities:
The Logistics and Security Coordinator handles the following activities.

Facility management
Be responsible for the proper functioning of La Chaîne de l’Espoir’s offices, guest house and warehouse at every level: security, safety, cleaning, general maintenance, local insurance, layout and comfort in coordination with the Head of Mission
Be responsible for planning logistics activities in connection with projects (equipment maintenance plan, Project Procurement Plan)
Manage all the contracts and suppliers related to general maintenance and daily supply such as: electricity, stationery, air conditioning maintenance, food etc.

Procurement
Take responsibility for all procurement activities for projects and the office, ensuring timely delivery and adherence to the principle of value for money.
Collaborate with the HQ procurement department to develop and maintain an international shipping schedule.
Optimize sourcing (local, regional, or international) by considering price, quality, lead time, and potential security/safety or customs clearance challenges.

Stock management
Ensure the effective management and monitoring of the mission’s stock in accordance with La Chaîne de l’Espoir’s procedures, tools, and local laws.
Take responsibility for the efficient management of office and project stocks, including tracking inventory movements (In/Out), ensuring proper storage conditions, maintaining security, and preventing stock shortages.
Ensure that all document transfers and movements are properly referenced and recorded. Review and verify stock reports on a monthly basis.

Equipment Management:
Take responsibility for the proper management of all project and office equipment, including inventory control, preventive and corrective maintenance, and allocation tracking.
Ensure the implementation of La Chaîne de l’Espoir’s or donor equipment management procedures, from purchase to final donation, transfer, or asset exit.
Provide technical recommendations for equipment selection based on project needs.

Fleet Management:
Ensure that the fleet available for both the office and project operations is adequate, fully operational, and ready to meet the needs of the mission at all times.
Implement and enforce La Chaîne de l’Espoir’s fleet management procedures, including ensuring vehicle safety, regular maintenance, and fuel consumption tracking. Ensure that all vehicles comply with local regulations and organizational standards.
Oversee and manage fleet-related costs, including vehicle or truck rentals, fuel expenses, and insurance contracts, ensuring cost-effectiveness and budget compliance.

Freight and transportation:
Manage all the inland transportation (technical organization, loading/unloading, document management, security)
Plan and supervises the shipment and delivery of materials up to their final destination
Coordinate with the logistics department at headquarters for the shipment of merchandise coming from abroad and supervises the potential process involved with clearing customs

Security and safety Management:
Under the supervision of the Head of Mission (HOM), you will be responsible for implementing and overseeing La Chaîne de l’Espoir’s security strategy within the country, ensuring the safety of both the staff and assets.
You will manage the day-to-day aspects of mission safety, including staff movement tracking and ensuring the protection of personnel at all times.
Ensure that all security-related equipment, tools, stock, and systems are fully operational and effectively maintained. Regularly train staff on the proper use of security equipment and procedures.

Team Management
Supervise the whole of the logistics team (log off, drivers, guards and cook), directly or otherwise
Size and define the needed means for logistics operations related to project activities*.*
Prepare JDs and action plans for the organizational setting and ensure logistics staff fulfill their responsibilities.

Internal control:
In close coordination with the General operations Coordinator Liaise with HQ’s Institutional Funding Manager to prepare mandatory reporting to donor, and audits on procurement and logistics.
In close coordination with the Head of Mission, liaise with HQ’s Head of Internal Audit and Logistics Referent for ad-hoc audit on logistics and procurement procedures.
Send the data base of suppliers and leasers for screening on a monthly basis.

The candidate profile
Education

A certificate or degree in logistics, procurement, supply chain management, operations management, business administration, management or equivalent field is required.

Work experience
A minimum of 4-6 years of professional experience in a similar logistics, procurement, and security role with an international NGO is required.
At least two years of solid experience in field-level operations and security management, demonstrating the ability to handle complex, dynamic security and logistics challenges, is highly desirable.
In-depth knowledge of the Afghanistan context, including its security landscape, local regulations, and operational challenges, is strongly preferred. Experience working in high-risk environments within the region would be a significant asset.

Languages
Good verbal and written communication skills in English.
French is an asset.

Terms and conditions
6 months full time contract renewable, as an expatriate
Non accompanied status
Position based in Kabul
Starting date: April 2025
Monthly per diem and living allowance: 840 euros net
R&R: 5 days R&R every 2 months and reimbursement up to 850 USD for the flight ticket
Travel: round trip ticket flight beginning/end of contract + paid leaves at 6 months of contract
Housing: shared guesthouse
Medical coverage with 50% of employer contribution
Medical evacuation and repatriation insurance paid by the employer
Death and disability insurance paid by the employer
Monthly gross salary from 2500 euros to 2900 euros according to experience.
