CONTEXT:
Present in Haiti since 2008, the organization implements projects on the following themes:Functional rehabilitation
Economic inclusion
Inclusive disaster risk management
Humanitarian logistics
Disability rights advocacy and inclusion
Emergency responses (Cholera, internally displaced persons, cyclones, earthquakes, etc.).
The projects are implemented with many local partners, including organizations of people with disabilities, in the departments of West, Lower North-West, North, North-East, South and South-East. Two operational bases are located in Port-au-Prince and Les Cayes (opening of the base as part of the response to the August 2021 earthquake).
HI Haiti had an overall budget of €4.4 million in 2024. The team is composed of 91 staff members (7 international and 84 national). The programme is funded by the Belgian Development Cooperation (DGD), USAID/BHA, the Ministry of Foreign Affairs of Luxembourg, ECHO, UNICEF, among others.
Accommodation in a shared guest house with wifi internet. As the security situation is volatile, restrictions exist on movement, walking and driving, which may be revised according to events. Despite everything, living conditions are good (restaurants, sports halls, cultural activities, etc.).
Curfew at 6:00 p.m. and limited travel areas.
DESCRIPTION OF THE SECURITY DEPARTMENT
The security department is composed of a Humanitarian Access and Security Manager in charge of supervising and managing the security team, a security officer who ensures the evolution of the context by collecting information, and a liaison officer who guarantees the security of Atlas Logistics projects. Through focal points, NGO and civil society contacts, the security department provides an analysis of the security context on a daily basis. It provides both internal security training and carries out security assessment missions in hostile areas. HI is a member of the Humanitarian Access Working Group (AHWG) led by OCHA CAR and contributes to the improvement of the humanitarian response in Haiti by supporting the collective efforts of the EHP (Humanitarian Country Team), the Inter-clusters and partners to establish and maintain humanitarian access.
ENJEUX DU POSTE
La/le HASM a pour rôle d’appuyer le Directeur de Programme sur la gestion de la sécurité en Haïti.
L’objectif étant de faciliter la mise en œuvre des activités, tout en minimisant les risques pour le personnel et des biens de HI.
La/le HASM s’assure que les analyses de risques, cadres sécuritaires, protocoles et outils sont en place, tout en supervisant leur implémentation correcte et efficace. Pour cela, il/elle est impliqué(e) dans la planification et le suivi des opérations et assure un rôle clef dans la gestion des incidents.
La/le HASM est également chargé(e) de renforcer les capacités d’analyse, de dialogue et de négociation des équipes HI afin que les populations puissent pleinement accéder à l’aide humanitaire.
Ce poste est directement sous supervision du Directeur Programme.
VOTRE MISSION :
Principales responsabilités :
Leadership et Gestion d’équipe : vous dirigez votre équipe par l'exemple en incarnant les valeurs de HI et en favorisant une culture de collaboration et d’innovation. Vous clarifiez les objectifs stratégiques et les traduisez en objectifs opérationnels pour l’équipe, organisez les opérations, stimulez la performance et facilitez la résolution de problèmes. Vous accompagnez les équipes dans le développement de leurs compétences et veillez à favoriser une culture de la sécurité au sein du programme et assurer le développement professionnel continu des équipes.
Vous accompagnez et coachez les membres de l’équipe, en assurant leur développement professionnel, leur engagement et le respect des politiques et du code de conduite de HI.
Standards and Expertise: you contribute to the development, updating and implementation of HI's safety management system, ensure the implementation of HI's security policies, adapting them, if necessary, to the local context. You contribute to the drafting and implementation of the program's operational strategy.
Operational implementation: you ensure a follow-upto local, national and regional contexts in collaboration with colleagues in the region, strengthen HI's acceptance and presence by consolidating relationships with key contacts and local stakeholders.
As the guarantor of the operational management of security, youcarry out safety assessments and make recommendations to guarantee the safety of operations. You advise on security risks, resources, security frameworks and contribute to the drafting of project proposals.
You oversee incident and crisis management, ensuring a quick and effective response, and make regular field visits.
You support the Country Manager in the development of strategies to improve humanitarian access and lead negotiations with authorities and key actors to open up new geographical areas.
Emergency preparedness: you will lead emergency preparedness actions and, in the event of a crisis, adapt the team's priorities in order to respond quickly and effectively to humanitarian needs.
Representation and Coordination: You will represent HI in bilateral meetings with humanitarian and local actors, as required. You will develop and expand HI's network of contacts with security specialists, international NGOs, UN agencies and local government entities.
Qualifications and Competencies:Fluency in English (fluency in French is an asset).
Ability to work effectively in complex and pressured environments.
YOUR PROFILE:
We are looking for a proven track record in security management, humanitarian access and team management, as well as a strong knowledge of security management systems, humanitarian policy and crisis management.
Your excellent communication and negotiation skills, your ability to influence and develop relationships at all levels will be necessary assets to succeed in the role.
You have good stress management skills and have to respond to changing needs
You demonstrate a spirit of initiative, creativity and sensitivity.
