Summary
Minimising security risks to the staff is the highest priority. To achieve this, GIZ implements professional security risk management systems in its partner countries, especially in fragile contexts. The Risk Management Unit (RMU) in the Dem. Rep of Congo is a key Country Office service structured to enable and support safe and secure programming and implementation across the country as well as promote self-reliance and responsible security awareness among teams. As a Senior Security Risk Advisor (S-SRMA) you will be leading the Country Office RMU and supervising international and national SRMA across country. You will be advising the Country Director, coordinating the Country Risk Management Team, and be responsible for all aspects of conceptual and day-to-day operational security risk management in the Dem. Rep. of Congo (DRC) and the Rep. of Congo (RC), including preparing for and supporting during any emergency and crisis scenarios.
Your Tasks
You will implement and improve the professional SRM system in DRC and RoC (SRMS) supporting currently 17 offices in nine provinces
You will lead the conceptual development of the country-specific security risk management (SRM) framework and strategy
You will continuously analyse the security situation in the region in general, and at the project locations in particular and adjusting SRM structures, procedures, emergency planning and crisis preparation according to the contextual needs
You will provide regular updates about any changes in the security situation, reporting incidents and offering sound advice regarding possible mitigation measures to the Country Director and the Management Team
You will support the Country Director and Management Team in crisis and incident management at country level and in close coordination with the Corporate Security Unit, including debriefings and drafting of lessons learnt
You will lead the RMU and manage a team of one international and five national SRMA assigned in various DRC provinces
You will manage the staff in your section in accordance with GIZ's understanding of leadership and will cultivate appreciative leadership; you will provide regular advice to all staff based in DRC and RoC as well as visiting GIZ staff – taking different security situations at the project locations and needs of staff into consideration
You will maintain and expand good relations and continuous communication not only within GIZ but also with German Embassy, national and local authorities, international organisations and other relevant stakeholders
Profile
Relevant University degree (Master’s or Diploma) in security and risk management, disaster response, peace and conflict research, or a comparable subject with several years of professional experience in SRM in the context of development or humanitarian work, preferably gained abroad, in conflict / crisis / fragile environments (a military or police background is neither necessary nor sufficient but might be considered if in combination with relevant work experience in the field of SRM for embassies, international organisations, humanitarian/development Non-Governmental Organisations etc.)
Several years of relevant professional experience, preferably gained abroad, in developing and implementing inclusive concepts for managing security risks in fragile contexts or proven experience of development/humanitarian work in fragile contexts with a strong service orientation, preferably in leading positions with managerial responsibilities
Experience in DRC or Great Lakes Region/Central Africa region, and familiarity with the processes and stakeholders involved in German development cooperation; experience in project management is an added advantage
Sound knowledge of Security and Safety Analysis key factors and processes, and in developing and maintaining security relevant information networks; experience in crisis management and in establishing and implementing security strategies, as well as a detailed understanding of (and experience with implementing) protection strategies and building security measures
Proficiency in using MS Office products (including Microsoft Teams, SharePoint, MS Power BI Office 365) and communication technologies (VHF/UHF radio, satellite telecommunications, etc.) as well as sound knowledge concerning the use of GIS software, as well as an understanding of how to use positioning systems (Sat/GSM)
Ability to manage a team remotely, to collaborate with interdisciplinary teams, solid work organisation skills and the ability to produce good results under pressure
Resilience, a calm demeanour and the capacity to make decisions in critical situations, as well as a strong ability to cope with stress and continue working during a crisis, and a very high level of frustration tolerance; communication and negotiation skills that can be applied in both a national and international context as well as a strong sense of service and customer orientation as well as the ability to adjust to new contexts quickly and independently
Thorough knowledge and understanding of conflict-sensitive approaches, and experience in applying those approaches; combination of creative problem-solving skills and an analytical mind with the ability to convey complex information in an easily digestible way; strong sense of integrity and compliance with a willingness to enable and “can-do”
Good diplomatic and intercultural skills and a sound awareness of gender issues; strategically and analytically thinking and acting and ability to grasp new concepts rapidly and prioritise key topics
Business fluent in French, English and German

The security situation is tense. Tailored security risk mitigation measures are in place for GIZ staff in country. GIZ staff must adhere to security measures at all times.
