In this position, you will lead the Operational Safety Unit (OSU) in Hassakeh and provide direct support to CARE’s emergency response in Syria. You’ll be responsible for implementing and overseeing security strategies, building the capacity of the safety and security teams, and ensuring that CARE’s protocols are contextually appropriate for our field locations. This role also involves analyzing risks, providing timely and actionable reports, and collaborating with key teams to safeguard our operations.

Lead safety training for CARE staff and partners in NES
Monitor and assess security risks across field locations
Prepare regular security updates and incident reports
Support emergency relocations or evacuations when needed
Ensure compliance with CARE’s safety and security policies
Liaise with key security networks and organizations to stay ahead of risks
Provide high-quality, strategic advice to leadership teams
Who You Are:
Lead safety training for CARE staff and partners in NES

Bachelor’s degree in political science, risk management, or a related field
At least 5 years of experience managing security operations in humanitarian settings
Proven capacity to mentor, coach, and lead teams
Strong experience working in conflict zones, ideally with 3+ years in a humanitarian agency
Fluent in Arabic and/or Kurdish
Excellent communication, risk analysis, and problem-solving skills
IT literate in MS Word, Excel, and PowerPoint
Able to produce high-level reports and security risk assessments
