1. SUMMARY
The Joint Intelligence and Security (JIS) Division, under the leadership of the Assistant Secretary General (ASG) for Intelligence and Security, comprises two principal pillars: Intelligence headed by the Deputy ASG for Intelligence; and the NATO Office of Security (NOS) headed by the Deputy ASG for Security (DASG-S) / Director NOS.
The NOS is responsible for the overall coordination of NATO security among member Nations, NATO civil and military bodies as well as International Organisations and partner countries. It is also responsible for the security of the NATO Headquarters and its personnel in Brussels and abroad on mission and in satellite offices, and for the protection of the Secretary General.
The NOS comprises the Office of the Director, the Security and Policy Oversight Branch (SPOB), the Protective Security and Emergency Services Branch (PSESB), the Security Intelligence Branch (SIB) and the Close Protection Unit (CPU). Its functional areas address: personnel, physical, information and industrial security, communication and information systems security (including cyber defence); counterintelligence and counterespionage; threats from terrorism; close protection; security force services; emergency response services (e.g. fire and medical).
The PSESB’s mission is to ensure the security and safety of the NATO HQ, its people, infrastructure and information. In coordination with the Host Nation, it analyses threats and vulnerabilities, determines risks and acts to minimize them. Its staff works in the following domains: access management; security regulations and infractions; physical security; security guarding; fire, first aid and CBRN; emergency procedures; information assurance; security awareness and “special events” (high-level meetings at the NATO HQ, and in NATO member and partner nations). It also provides advice on protective security issues in the NATO satellite offices.
The Head PSESB is responsible for defining the strategy in relation to protective security and safety according to NATO security policy in the realms of physical security, personnel security, information security, cyber security, fire prevention, first aid and Chemical Biological Radiological and Nuclear safety. He/she works in close coordination with the other NOS branches (the Security Policy Oversight Branch, the Security Intelligence Branch, the Close Protection Unit) and other NATO entities to ensure coordination with respect to threats to NATO Facilities, NATO security policy, investigative programmes and security awareness. He/she is a key representative for NATO in these matters (including with the Host Nation, NATO Delegations and partner nations). The Head, PSESB reports directly to the Director, NOS.
Key challenges facing the successful candidate during the next 2-3 years will include:
JISD/NOS/PSESB is one of the largest work units at NATO Headquarters and, among other things, is responsible for the protection of NATO personnel, property, and information. PSESB staff often are not native speakers of either of the Alliance’s official language and come from diverse cultural, socio-economic and professional backgrounds. Describe how you would promote diversity within the Branch while ensuring that staff are fully integrated and feel valued and respected as security professionals.
As geopolitical tensions increase, NATO has taken on an even more prominent role in confronting aggression; and as such, threats against NATO have increased. The NATO Headquarters, however, serves as a platform for diplomacy where NATO member nations, as well as many global partners meet political dialogue. What steps would you take to ensure strong security measures are in place, while respecting the independence of individual delegations, especially where the two may conflict?
How would you implement change management and what steps would you take to ensure that the entire Branch works with a unity of purpose?

2. QUALIFICATIONS AND EXPERIENCE
ESSENTIAL
The incumbent must: possess a degree from a university of recognised standing or equivalent military institute/academy;
have at least 10 years professional experience in relevant areas of security and security management;
have at least 5 years professional experience in management and leadership abilities at senior level in a similar type of position;
experience a working effectively in a national government, multi-national, or multi-cultural organisation; be capable of drafting clear and concise reports and making presentations to committees;
possess the following minimum levels in the official languages of NATO (English/French): V (“Advanced”) in one; and III (“Intermediate”) in the other;
have the flexibility to work outside normal office hours in response to crises and urgent requirements.
DESIRABLE
The following would be considered an advantage: familiarity with national and/or NATO security policies and the NATO security regulations or similar at national level/international level;
experience managing physical security, contract guard forces, and security project management;
in-depth knowledge of a national security and/ or intelligence service and national law and regulations in relation to international organisations.
3. MAIN ACCOUNTABILITIES
Expertise Development
Define the strategy in relation to protective security and safety for NATO HQ including physical security, personnel security, information security, crisis response and management, cyber security, fire prevention, first aid and Chemical Biological Radiological and Nuclear (CBRN) safety.
Planning and Execution
Direct and supervise the correct implementation of all HQ security and safety programmes to include: physical security of the NATO HQ compound, access control, information & cyber security, technical security, emergency planning & incident response. Oversee the security arrangements for NATO high level meetings at NATO Headquarters or elsewhere.
Coordinate the PSESB inputs for different security related projects.
Project Management
Oversee the development of security standards for NATO facilities and offices. During ongoing HQ projects, advise on and ensure conformity with NATO security rules and regulations. Work in close coordination with representatives from the host nation with respect to emergency planning, CBRN and business continuity.
Stakeholder Management
Establish and maintain close working relationships and serve as a key NOS representative vis-à-vis the host nation security and safety authorities. Serve as the key representative for headquarters security and safety for all NATO and partner nations and for Security Officers at NATO HQ.
Financial Management
Plan and manage the financial resources allocated to PSESB. Oversee the PSESB’s yearly budget submissions and subsequent expenditure of credits. Oversee procurement processes and ensure that they are carried out in line with the NATO Financial Regulations. Define contract management requirements for use of local guard force contract.
Organizational Efficiencies
Identify and implement process improvement initiatives across all areas of PSESB, when required. Pioneer changes to the current working structure of PSESB, where necessary, and develop clear lines of communication and work in close coordination with the other branches in the NOS to ensure coordination in policy implementation, security awareness and investigative issues.
Knowledge Management
Ensure PSESB is equipped with the right tools and processes to carry out its mission of protecting the NATO HQ...
Vision and Direction
Develop plans and objectives for PSESB in line with NATO’s political decisions and NATO Security Policy. Develop strategic resource management plans for PSSESB.
People Management
Direct and supervise a large team of approximately 120 staff members of all grades in PSESB, through their direct managers, and build a highly performing team.
Policy Development
Ensure that security policies and procedures are developed to support NATO’s objectives.
Representation of the Organization
In the absence of the Director NOS, they may be required act as a deputy to Director NOS. This includes representing the NOS at formal and informal meetings, taking decisions on issues that require immediate attention, and responding to requests for information and taskers from the JIS FO and NATO senior leadership.
