TEAM PURPOSE
To effectively manage and drive the Oxfam response in Gaza crisis working with other stakeholders across Oxfam.
OBJECTIVE OF THE POSITION
The Gaza Security Advisor will work to strengthen Oxfam’s response in Gaza by providing security management support including building security management capacity for the future, supporting the entire Gaza office.
The person will be based in Gaza, and will be closely working with Response Lead, Saving Lives PM, partners, the programme teams in Gaza and the country leadership team including Country Director, Head of Operation and Country Security and Logistics Coordinator.Job reports to: the Response Lead

KEY RESPONSIBILITIES
TechnicalTo improve the whole safety and security setting for Oxfam in Gaza in coordination with the country leadership team; lead on updating/implementing the local security management plans, SOPs and other related documentation in line with regional and Global policies.
To carry out security/risk assessments and security management reviews in locations Oxfam is working or is considering working; either providing management with recommendations for action or working directly to implement the action plan.
To train staff on security management issues, both informally and within the context of formal training courses, keeping up to date training records.
Contribute to the overall response strategy from security perspective (budgeting, resource mobilization)
Compliance and standards
Recruit, train and supervise security officer and drivers
Coordinate staff when responding to emergencies and alarms
Collaborating with Gaza team to determine security needs.
Coordinating responses to emergencies and alarms, as well as compiling incident reports

STAR completion for locations and facilities that Oxfam will travel to or use such as guesthouses/Hotels and locations.
Weekly situation/ security report to the Country Security and Logistics Coordinator and Response Lead
Weekly or if required daily update (face to face) with the team in Gaza
To prepare regular reports and summaries of work and recommendations to Oxfam including a short final report at the end of each assignment and to ensure that relevant information is documented and shared with country office, regional office and the Global Security Team (GST).

Post Graduate Degree or Degree with equivalent work experience from a recognised University/college in International Development or any other related area that can bring added value to the job.
Considerable practical experience (at least 5-10 years) of security assessment, planning, designing and implementation of procedures in the context of UN or NGO humanitarian operations.; and with experience in hostile context.
Proven influencing and negotiating skills with internal and external audiences including in complex and stressful circumstances.
Proven experience of providing trainings on safety and security topics.
Sensitivity to cultural differences and the ability to work in a wide variety of cultural contexts.
Initiative and motivation to work independently and develop solutions to problems.
Highly flexible in style with the ability to produce creative and pragmatic solutions to complex problems.
Analytical and strategic planning skills.
Excellent organisational, problem-solving and negotiation skills. The ability to remain calm whilst dealing with conflicting priorities/work under pressure is essential.
Excellent interpersonal and communication skills (written and verbal English) and the ability to write clear, concise reports and influence verbally to persuade with diplomacy and tact.
