In the Middle East Region, Malteser International (MI) is operating in the context of the humanitarian crisis in Syria since 2012 implementing emergency relief measures in Türkiye, Syria, and Lebanon and since 2014 in Iraq. MI’s programs cover needs mainly in the health sector and are mostly partner implemented. MI is currently planning to set up the cooperation with its potential local partners in Gaza to implement projects in the framework of humanitarian assistance. The operational focus will be on food-based supply chain management, health services as well as WASH.

For its envisioned work, Malteser International is looking for a Safety & Security Manager with experience in volatile security environments.

As the Safety and Security Manager, you will support Malteser International and our implementing partners in all topics around security and access in line with Malteser International’s institutional duty of care vis-a-vis its staff members.
Your responsibilities:Conduct Safety & Security audits and risk assessments of MI’s premises and areas of operations, and oversee the implementation of recommended improvements, including the establishment of a Security Management Plan (SMP), Standard Operational Procedures, Contingency Plans and Risk Matrix
In close collaboration with the Global Head of Safety, establish and exercise an in-country crisis management team, with individual TORs, and carry out training as and when required
Establish and maintain local information networks to obtain and verify safety & security information, for the purpose of MI-internal alerts, advisories, and briefings
Support the program team (e.g. partner due diligence), relevant processes (supplier risk mapping, vehicle maintenance, integration of S&S clauses into contracts) and implementation partners (location selection, safety assessments, mapping of locations) for Malteser International project locations and activities
Provide inputs for regular contextual analysis and including forecasts and scenario planning and develop and regularly update threats assessments and risk analyses
Provide support in developing an access strategy for MI in the project areas as well as design and implement risk mitigation measures, reporting directly to the Country Coordinator and the Global Safety & Security Advisor
Identify Safety & Security training needs and facilitate training delivery on necessary safety-related issues and/or procedures when/if required, in coordination with the Country Coordinator and the Global Safety & Security Advisor
Your profile:University degree and/or a formal security qualification or appropriate security management training
Minimum of 5 years of practical experience in a line responsibility for security management
Fluent in English both in written and spoken skills; Arabic, Hebrew and/or German skills are an advantage
Excellent interpersonal skills with the ability to communicate and represent at all levels, establish information and security networks, and coordinate with country authorities, donors, International Organizations, and local NGOs, to build collaborative relationships internally and externally with sensitivity to cultural, ethnic, social, and political issues
Positive identification with vision and mission of a catholic faith-based organisation
Eligible, able and willing to travel to project areas in Gaza depending on the security situation and requirements of the organization
What we offer:Start Date: as soon as possible, hiring based on successful project approval
Duty Station: Jerusalem, with travels to program/project areas in Gaza
Duration of contract: 6 months (with possibility of extension)
