BACKGROUND :

The Sahel-Atlantique regional program (SAHA) brings together 4 countries: Benin, Burkina Faso, Niger and Togo. It was created in September 2019 by the grouping of 2 separate programs. HI has been operating since the 1990s in Burkina Faso and Togo, and since the 2000s in Niger and Benin.

HI intervenes in the area today as much on development projects and programmes as on responses to emergencies and chronic crises.

The technical sectors of intervention are Mental Health and Psychosocial Support, Physical and Functional Rehabilitation, Reduction of Armed Violence (conflict resilience, Risk Education), Inclusive Education and Professional Training, Accessibility, Humanitarian Logistics (platform, analyses), Inclusive Humanitarian Action and Livelihoods/Socioeconomic Integration.

Le programme SAHA compte aujourd’hui ; 350 collaborateurs dont 14 expatriés, et 25 bureaux/bases. Sous responsabilité de la Directrice de Programme Régionale (DP), en management fonctionnel avec le référent sécurité du siège, et en collaboration avec les responsables pays, le/la Responsable Régional Accès Humanitaire et Sécurité (RHASM) contribue activement au renforcement du programme en concevant et mettant en œuvre la stratégie de sécurité et le mangement opérationnel de la sécurité pour le programme. Le/la HASM régional fait partie du Comité de Programmation (COPROG) qui se réunit de façon mensuelle avec la SMT (CODIR). Il/elle a un rôle de conseil et travaille de façon très étroite avec l’équipe de direction notamment la DPR et les Responsables Pays. Le/la RHASM gèrera une équipe directe de 5 personnes (12 personnes au total dans le département sécu).

VOTRE MISSION :


Le poste de RHASM a pour périmètre à ce stade les pays suivants : Burkina, Niger, Togo et Bénin. Ce périmètre pourrait être amené à évoluer d’ici à l’été 2025 avec un élargissement régional. Le poste de RHASM est un poste à enjeux managériaux et stratégiques importants, et celui-ci pourra s’appuyer sur des équipes compétentes en place dans les différents pays d’intervention. Il s’agira d’accompagner la montée en compétences des équipes HAS (Accès Humanitaire et Sécurité), de promouvoir une culture de la sécurité et de l’accès au sein des équipes, et de manager un département au sein du programme.

Le poste est vacant depuis fin janvier 2024, les 4 responsables HAS ont donc été mis à sous le management des Responsables. Il s’agira de rapidement recréer la cellule HAS, consolider les acquis et recréer un esprit d’équipe/programme.

Mission 1 : MANAGEMENT
Manager Exemplaire : incarne les valeurs de HI au quotidien, et est un rôle modèle, manager porteur de sens : appréhende la stratégie, l’explicite, la traduit en objectifs opérationnels pour son équipe, conduit les changements nécessaires. Donne du sens à chaque acte de management. Impulse dans ce cadre des échanges de pratique inter et intra directions. Encourage l’innovation et la prise de risques.

Mission 2 : STRATÉGIE ACCÈS HUMANITAIRE ET SECURITE
Contribue à l’élaboration et l’implémentation de la stratégie opérationnelle (StratOp) dans le cadre de ses responsabilités ;
Plan d’action Sécurité : responsable de l’élaboration et de la mise en œuvre du plan d’action HAS, qui découle de la StratOp.

Mission 3: STANDARDS AND EXPERTISE
Ensures the development, implementation and updating of the IH security device in the program (procedures, documents and tools) and ensures the enforcement of the IH security policy, the operational guide and the new security guidelines.

Mission 4: OPERATIONAL IMPLEMENTATION
Context tracking and strengthening acceptance in the programme focus area ;
Operational security management ;
Humanitarian Access ;
Capacity-building and training for security and humanitarian access ;
Representation.

SPECIFICITIES/PARTICULARITIES OF THE POSITION :

In Burkina Faso: the living environment is pleasant, but risks deteriorating security conditions and attacks that still exist in Ouagadougou, which restricts the freedoms of expatriates and requires vigilance from everyone.

Climate: Overall temperatures are high (+ of 30° during the day over the year and exceeding 40° in the dry season from March to June).

With regard to the security context, a limitation of movement and vigilance are required. For expatriates, travel outside Ouagadougou is subject to security conditions. Expats have the opportunity to drive and walk around residential areas of the city. Some travel restrictions apply at dusk based on periods according to HAS department instructions.

Travel is possible in the other 3 countries of the program, but more complicated in Niger since the coup d'état of July 2023 (decrease in the frequency of flights, and very sharp increase in prices).

YOUR PROFILE :
At least 5 years of experience as a Security Manager, Analyst or Manager with secure responsibilities in countries with unstable contexts ;
University degree or equivalent certification in risk management, international relations or other discipline relevant to the position ;
Humanitarian access/negotiation training and humanitarian security management ;
Experience in humanitarian action (NGO) and humanitarian negotiation.

Unaccompanied post :Coverage of transport, visa and transport costs for your personal effects ;
Child allowance of 100 € paid from 2 dependent children ;
Housing: Individual supported by HI.
