The Trust for North Africa, a regional cooperation programme hosted by DCAF - The Geneva Centre for Security Sector Governance invites you to submit your application for the tender described below to contribute to its initiatives and projects in various settings in North Africa.

We aim at preselecting a cluster of senior experts to facilitate the future recruitment, hiring and evaluation of consultants from several thematic areas. In this context, the TFNA is inviting experienced individual experts to apply to be considered for future assignments.

Consultants will provide a range of advisory services specified at the time of contracting upon specific Terms of Reference. When a demand occurs in a particular thematic area, consultants will be selected and called upon to provide demand-driven services. The range of assignments for the consultant may include policy analysis, desk research, provision of strategic and operational advice, development of policy papers and strategic frameworks, debate and conference facilitation, project evaluation, among others.
Thematic areas of relevanceSecurity sector governance - analysis of internal regulatory and institutional framework, and implementation of institutional reforms, etc.
Political economy analysis – research and analyses on economic data/trends, political economy dynamics, development economics, etc., including qualitative and quantitative research, conflict assessment and conflict analysis tools.
Legal research and analysis national and international contexts - legal review, legal writing, comparative legal research, and policy analysis, etc,
Institutional analysis – political settlements system, procedure and national action plans, including legislative processes, constitutional knowledge, committee work, policy development, advisory role, legislative research, parliamentary reform, and public relations.

Interested and qualified applicants should identify thematic area that best fits their range of experience and expertise, yet it is still possible to select more than one thematic area.


Required Competencies

Education: 
Advanced university degree (completed Master or PhD) Economics, Social Sciences, Public Policy, Political Science, International Affairs, Development Studies, or Law.

Experience:
At least 10 years of relevant experience, with at least 5 years leading/contributing to research projects; Extensive technical knowledge relevant to the thematic area
Outstanding writing skills and communication skills
Excellent drafting and formulation skills, and proven record of reports papers/studies in the selected area

Languages: 
Native Arabic speaker, with excellent English at academic standard

Applicants will be evaluated against qualifications and the competencies specified for each thematic area/subcategory and the level of requested fees.

Samples of previous work can be requested, and interviews may be conducted as per the needs.
