SG&R’s Global Food Security and Agriculture portfolio is working to strengthen agricultural markets, engage youth and women as critical leaders of the on- and off-farm workforce, and tackle the dual burden of malnutrition around the globe. RTI’s work is helping foster stronger food systems, reduce malnutrition in all its forms, build resilience and engage the next generation of food security leaders. RTI is currently partnering on nearly 30 projects in East Africa, including activities focused on private sector-driven agricultural growth in Rwanda and market systems development in Kenya. 

RTI is looking for professionally confident, self-motivated, experienced and committed team player to fill the Safety and Security Manager Position in Addis Ababa, Ethiopia.

The Safety and Security Manager is responsible to lead the development and implementation of country security and safety strategy, framework and plan, and responsible to overseeing daily security management of all RTI premises and project sites, ensuring a permanent monitoring and assessment of the security situation, as well as reviewing and implementing RTI security management guidelines and protocols. He/she will also advise the Project and Staff on all issues of safety and security and provide appropriate security training and mentoring.

S/he ensures the safety, security and integrity of RTI staff, assets, premises and programs in particular by constantly monitoring and anticipating security risk, by designing and enforcing context specific risk mitigation rules and procedures, by ensuring Security compliance in all RTI premises, by preparing and updating contingency and evacuation plans and by providing all RTI staff with appropriate security training.

Responsibilities
Job Description

Your primary responsibilities will include but not be limited to:
Maintain oversight of the security issues affecting areas where the project works.
Keep project teams updated with any security issues and concerns.
Liaise with the Regional Security Manager on issues related to security in Ethiopia.
Ensure the project phone tree is kept updated and test every quarter.
Work with the field teams to address any security concerns/risks.
Ensure the field teams are aware of procedure should a requirement to rest in place/evacuate arises and what that means for each individual.
Brief any STTA arriving in-country of security issues.
Inspects and tests firefighting equipment, hydrant systems, and hose reels. portable fire extinguishers. Conducts firefighting and building evacuation drills as scheduled.
Maintain a list of suitable accommodation options in each field office location.
Devise a Journey management Plan (JMP) with the Regional Security Manager and ensure it is implemented across the project.
Monitors electronic surveillance equipment or detecting any suspicious movements, incidents and persons.
Work closely with project drivers to ensure they are well supported.
Maintain open lines of communications with all field staff.
Develop and regularly update the safety/security profile (with regards to the socio-economic, the criminality profile, the nature of crises climatic & seismic hazards and health risks)
Develop safety/security trend analysis.
Ensure internal incident tracking system is utilized properly: create safety & security incident database for RTI programs and operations and perform incident mapping and analysis.
Fill in and regularly update the Safety/Security Risk Analysis Matrix (threat, likelihood, impact, level of vulnerability, level of risk).
Carry out security assessments of new RTI areas of intervention or areas under Phase C.
Support the Finance and Operation Director on the process of updating the Safety and Security Plan (SSP) for validation by RTI management.
Design safety and security training modules for the Safety and Security Department and CoP endorsement.
Produce real-time incidents report (using RTI reporting tools/forms).


Qualifications
Job Requirements


Qualifications/Skills 
Required:
Bachelor's Degree and 8 years of experience, Master's degree and 6 years of experience or equivalent combination of education and experience in safety and security field with INGOs or national NGOs.
Good knowledge of the context and situation.
Extensive experience in security management and procedures.
Demonstrated communication and organizational skills.
Ability to train, mobilize, and manage both international and national staff Flexibility and ability to multi-task under pressure.
Ability to work well in unstable and frequently changing security environments.
Willingness to work and live in often remote areas under basic conditions.
Proven ability to work creatively and independently both in the field and in the office.
Advanced proficiency in written and spoken English.
Knowledge of local language and/or regional experience highly desirable.
High degree of responsibility and ownership of work.
Ability to prepare and write official reports.
Proficiency in Microsoft Office (Excel and Word) and power points.
