Post summary
The Safety Advisor position offers a unique opportunity to work with a united team to provide contextual analysis and risk management advice to the NGO community in a comprehensive effort to improve humanitarian access. Specific responsibilities include the production of analysis products according to organization standards, staff mentoring and monitoring of service compliance.

The successful candidate will have solid experience in managing the safety and security of NGOs, and humanitarian access. He will be an open, curious, rigorous person, and experienced with the constitution and management of successful teams. The candidate will also have the capacity to analyze complex contexts, to communicate fluently in French to oral and written on an excellent level and, above all, to share  commitment to humanitarian principles.

Main responsibilities
Ensure the supply of  services for the southern regions (programmed services and on-demand services) by providing our NGO partners with a rapid and credible contextual analysis of local situations, in accordance with internal standards and policies ;
Host weekly round tables of the NGO community ;
Manage and supervise an operational team ;
Set up an active network ;
Participate in the various coordination meetings and forums related to humanitarian action and access issues ;
Help NGOs develop their own risk management capacities by providing sound advice, examining policy documents, carrying out site security surveys and assisting in the coordination of crisis management ;
Regularly carry out field missions to take ownership of the local dynamics and specific constraints that partner NGOs face in the implementation of their activities ;
Effectively represent, promote and protect the mandate of independence, impartiality and neutrality of organization.

Prerequisites
Current French (compulsory) and practical knowledge of English (oral and written) ;
Master level or equivalent training in a relevant field ;
Experience of at least 2 years on an NGO position with risk management and humanitarian access responsibilities (for example: head of mission, project manager, field coordinator, basic manager, emergency coordinator, security referent, analyst etc.) ;
Experience of at least 1 year in a post-conflict / emergency environment in the humanitarian sector ;
Excellent writing, analysis and attention to detail – the position involves a lot of editing and correction work ;
Strong understanding of the principles and practices in humanitarian action, risk management, security and access for NGOs ;
Good understanding of the organization mandate and services.

Desired 
A year of field experience in the region (Mali, Burkina Faso or Niger in particular) and a good understanding of the local context of southern Mali ;
Professional journey which reflects experience in the fields of humanitarian security and humanitarian access ;
Experience in linking humanitarian workers with armed actors (CMCoord) ;
Capacity building experience and staff training ;
Knowledge of International Humanitarian Law (DIH).
