The Danish Refugee Council (hereinafter: DRC, for Danish Refugee Council) was founded in Denmark in 1956 and has since become an international humanitarian organization with more than 7,000 employees and 8,000 volunteers. 1. Background

DRC was recently registered in Chad. We are starting operations in the country and aim to develop them quickly with the main objective of responding to the humanitarian crisis in the east of the country in close coordination with DRC in Sudan. Multi-country programming will also be explored in the south of the country in synergy with DRC Central Africa and Cameroon.

DRC places strong emphasis on partnership, localization and durable solutions, working for equitable partnerships, effective coordination mechanisms and capacity building of national and local actors to respond effectively to urgent needs, and to trace the path to durable solutions. DRC is established in six countries in West and Central Africa and has a regional office in Dakar, Senegal.

2. Object of the post

The Danish Refugee Council (DRC) is looking for a security specialist who, under the authority of the Country Director, provides advice and technical support on the four stages (Evaluating, Deciding, Planning, Acting) of the management system. security risks of the DRC (SRMS) in Chad, ensuring compliance with the global security and access policies of the DRC. A detailed description of the CRD SRMS can be found here Chapter 20 - SRMS of the DRC; the areas of competence of the Safety Specialist are detailed in chapters 20.4 to 20.7.

The Security Specialist will be based in Adré but may be able to travel up to 40% of his working time throughout the country.

This position requires prior experience in security and humanitarian access, strong communication and analysis skills to fuel informed decision-making regarding DRC field operations.

3. Responsibilities

As a Security Specialist you will need to support the Country Director in maintaining the mentioned aspects of the DRC's security risk management system (SRMS) in the country for all DRC operations in Chad. Under the direct management of the Country Director, you pursue the following objectives and duties in your daily work :

- General objectives :Supervise the development and implementation of the Danish Refugee Council (DRC) (SRMS) security risk management system
Support the Country Director and the country's field offices to ensure compliance with the DRC's security policy as set out in chapters 19 and 20 of the DRC operations manual
Provide specialized technical advice and operational know-how to develop policies and procedures (SOP) for the secure delivery of DRC programmatic activities, in close coordination with support and programmatic staff
Regularly visit the coordination office / zone offices to keep the SRMS up to date and carry out a quality control of the minimum operational safety standards (MOSS) and the safety improvement plan (SIP)
Perform or facilitate the provision of safety training for personnel at all levels. Ensure that the country complies with the minimum security training requirements of the DRC
Work independently to conduct SRMS assessments in all geographic areas of interest to the DRC in the country and identify opportunities for continuous improvement in the organization's delivery model

- SRMS :Ensure that the country is up to date with the various components of the DRC's security risk management system: security level system (SLS), context, programs, threat and risk assessments, minimum security standards exploitation (MOSS), pre-arrival briefing (PAB), local security rules (LSR), contingency plans, emergency data recording (RED) according to SRMS monitoring
Ensure that CO has appropriate SOPs developed and implemented. Monitor compliance with SOPs.
Ensure that appropriate safety improvement plans (SIPs) accompany MOSS audits to meet outstanding requirements that are not yet met
Conduct regular reviews with incident management teams (IMT) to ensure that all components of contingency plans (e.g. hibernation, relocation, evacuation, medical emergency and removal) are up to date, realistic and correctly understood by all

- Capacity Building :Perform or facilitate the provision of safety training for personnel at all levels. Ensure that the country complies with the minimum security training requirements of the DRC
Travel regularly to the coordination office / zone offices to provide training to DRC staff on the various aspects of the SRMS and associated SOPs. Contribute to maintaining a « safety culture » by integrating the overall security policy of the DRC and the SRMS at all levels of DRC operations in the country
If relevant, assist and supervise area security teams (i.e. basic managers, security assistants, guards) on their role as custodians of the integrity of the SRMS

- Information management and Reports :
Monitor developments in the context and share relevant information with stakeholders regarding security issues and associated recommendations.
Maintain the security documentation downloaded and updated on the Sharepoint shares of the security unit of the country and the region.
Write weekly and monthly reports requested by the regional security unit.
Keep detailed records in electronic and paper form of all relevant security documents and ensure that they are quickly accessible to the incident management team if necessary.
Make regular calls with area security teams in the regions to monitor the overall situation and provide regular status reports regarding compliance with the DRC's overall security policy.
Ensure that an up-to-date briefing package for visitors is provided to all visitors and international staff arriving in the country.
Provide briefings on specific themes and questions at the request of the Country Director or the Regional Security Coordinator.

These responsibilities are not exhaustive and may be readjusted according to operational needs while respecting the overall role of the Country Security Specialist.

4. Qualifications required

- Qualifications required
Technical experience and skills: Minimum 3 years of practical experience in the sector, working for an ONGI
Proven ability to develop and implement effective and contextualized security documentation
Proven experience in the delivery of safety training
Experience with incident management
Experience with information gathering, analysis and reporting
Work experience with national partners, local / government authorities and UN organizations
Proven ability to prioritize tasks and meet deadlines
Proven commitment to liability practices

Education:
Master (e.g. political science, international development or economics)
In the absence of the above, a baccalaureate and six years of experience in the sector

Languages :
Complete professional mastery of French
Master of English is an asset
Mastery of Arabic is a plus

6. General and ethical regulations:
The Employee must comply with DRC's security, confidentiality and ethical requirements, including compliance with the Code of Conduct and the Humanitarian Accountability Framework
The Employee must not be hired in another job during his employment contract with DRC without prior authorization request to his manager
The Employee must not engage in any activity which prejudices DRC or the implementation of its projects during its employment contract with DRC
The Employee must not give media interviews or share project-related content without prior authorization
The Employee must return to DRC any equipment or property of DRC at the end of his employment contract
