Background
The Central African Republic (CAR) continues to face tremendous humanitarian needs due to years of conflict and instability. In 2023, more than half of the population required humanitarian assistance (3.4 million people), and roughly 40% of the population feared for their safety. About 500,000 live in protracted displacement and are dependent on humanitarian assistance and protection for survival, while over 2 million people face food insecurity.
NRC has been present in CAR since 2014 and currently employs 15 international staff and approximately 165 national staff. NRC operations cover a large geographic area with activities spread across strategic districts throughout the territory such as Mambere Kadei, Sangha Mbaere, Nana Mambere and Ouham Pendé in the West, Nana Gribizi, Kemo and Ouham Fafa in the Centre, Basse-Kotto in the South East, and Lobaye and Ombella Mpoko in the SouthWest. NRC operates from three field/area offices in Bouar, Kaga Bandoro, and Alindao, and a country office in Bangui, the capital city.
The programme portfolio includes six core competencies: ICLA (Information, Counselling and Legal Assistance), Livelihoods and Food Security, WASH, Shelter, Education as well as Protection from Violence.
What we are looking for
We are seeking for a Health, Safety and Security (HSS) Manager for our country operation in Central African Republic. The HSS Manager will be responsible for development and implementation of the security risk management policy of NRC in CAR. The following is a brief description of the role:-

What you will do

Member of Country Management Group;
Responsible for the implementation of the security risk management policy of NRC in CAR;
Lead, orient and supervise the team of liaison officers and radio operators of NRC in CAR;
Lead and monitor the implementation and compliance of NRC security risk management policy, and reduce risks by seeking creative solutions for mitigation to (in order of priority): NRC staff, programs, organization, beneficiaries and assets;
Undertake regularly missions in the field and provide technical support and security advice to the Area Managers (AM);
Conduct assessment of and analysis on the context in NRC’s geographical area of operations and be able to advise country director and management group on the potential impact on access to beneficiaries;
Ensure that solutions respect both the rules and principles of the Security risk management policy of NRC, as well as the humanitarian principles of humanity, neutrality, impartiality and independence that are guiding the interventions of NRC for accessing beneficiaries.

What you will bring:

What you will bring:
Minimum 3 years of experience from working as a senior Security Manager in a humanitarian/recoverycontext including at least 1 year of international experience in a high risk environment
Previous experience from working in complex and volatile contexts
Documented results related to the position’s responsibilities
Knowledge about own leadership skills/profile
Fluency in French is required, both written and verbal and English working proficiency
Knowledge of the context in Central African Republic or the Central Africa Region
Ability and willingness to work and live under difficult circumstances
