Company Description
The Learning Together (ATE) project is a five-year, USAID-funded initiative that aims to address the educational needs of children living in the eastern provinces of Equateur, Tanganyika, and Maniema, as well as children living in the suburbs of the capital, Kinshasa – two populations that face particular challenges in accessing and benefiting from education. FLIER builds on USAID/DRC's previous experience to support improved reading, literacy, and social and emotional learning (SEA) outcomes to ensure that children aged 6-9 in selected marginalized and underserved areas of Ecuador, Maniema, Tanganyika, and Kinshasa acquire foundational literacy, social and emotional learning skills that enable them to function at school at the second grade level or higher.


Job brief
The Security Coordinator acts as the primary person responsible for the safety and security of the project.

The position is based in Kinshasa in the Democratic Republic of Congo with travel opportunities within the country, including Equateur, Ituri and Tanganyika.

Essential functions include [but are not limited to]:
Act as the primary responsibility for the safety and security of the Project.
Serve as the primary point of contact in the event of an incident or crisis and assist in the management of such situations as required, with the support of the Project Manager, Global Safety and Security, EDC Project Director
Regularly monitor the security situation in the project intervention areas (Maniema, Equateur, Tanganika and Kinshasa) and in the rest of the country in order to: i) determine the impact on Project activities and ii) provide advice on risk management and mitigation.
Ensure staff compliance with EDC's security policies, procedures and protocols, including the Safety and Security Management Plan, as well as other key documents related thereto.
Liaise with the Global Safety and Security Office, based at EDC Headquarters, to i) update key documents (Safety and Security Management Plan, evacuation plans, etc.) and ii) share information regarding risk analysis and risk mitigation.
Collect security information, coordinate with community, authorities, implementing partners, INSOs, and other security networks.
Prepare and disseminate security reports (weekly, monthly, one-off, etc.) to the COP and the Office of Global Safety and Security.
Coordinate the sharing and updating of security information with staff in the 4 offices (Kinshasa, Bunia, Mbandaka, and Kalemie) and with headquarters.
Develop and update at least every 6 months, the Standard Operating Procedures (SOPs) for safety.
Brief all new staff and visitors on safety procedures and the current context at their location and ensure that each staff member receives a copy of the site's SOPs.
Establish a mission communication system and missionary tracking system to ensure the location of agents at all times, including the development of materials for visitors (map with emergency numbers, summaries of precautions, etc.).
Ensure that safety equipment (first aid kits, fire extinguishers, etc.) is properly stored, in good working order, and placed appropriately.
Develop and evaluate the safety and security measures of the project facilities to ensure that appropriate security strategies and measures are implemented.
Assist in the development, maintenance and execution of viable and proven emergency preparedness and crisis management plans for all project facilities.
Conduct safety compliance reviews and assess project facilities to ensure appropriate security measures are in place, including physical and personal security measures.
Report security incidents to the COP and the Office of Global Safety and Security.
Ensure that guarding and security service providers fulfill their responsibilities and are the primary point of contact for all questions and concerns.

Movement Management
Ensure the management of the movement of vehicles and motorcycles
Implement and ensure compliance with EDC's standard vehicle policies and procedures, with particular attention to safety issues.
Maintain an up-to-date list of vehicles and drivers in service.
Ensure daily access to a dispatch program for each planned route.
Ensure drivers have valid driver's licenses prior to operating vehicles.
In collaboration with the logistician, communicate with EDC staff on routine itineraries to be followed to requested destinations as well as emergency backup routes.
Maintain transportation record keeping; Receive and process information in accordance with established guidelines and procedures.
Ensure that all vehicles contain the necessary on-board documents and that all are up to date.
Perform any tasks necessary for the proper functioning of the department or at the request of the hierarchy.

Qualifications
Have a university degree (BAC+5), in a relevant field, Law, Social Sciences, Political and Administrative Sciences, Economics or any other relevant field,
Have worked in security services and have at least 5 years' experience as an inspector, supervisors of security services,
Have skills in researching security-related information at the country level and in the regions of project implementation,
Be able to react in time to the situation of insecurity with calibrated and well-thought-out directives for the well-being of the staff,
Be able to organize work and work with little supervision.
