Job Description
Overview

Guard Force Commander (GFC) on COS3 Program will be referred to as the Community Order Commander (COC).



The Community Order Commander shall have a minimum of 12 years’ experience in the military, police, or a guard/security force with proven experience in leadership roles is required. COC shall be computer literate, that is, able to draft reports, specifically Incident Reports, produce Standard Operational Procedures, and email. Advanced security training and experience with risk management including problem identification and problem solving required. The COC shall have the following qualifications to perform supervisory duties that include: - Supervising the community order force that provides protection and order to the Afghan Guest population on the CARE Doha Platform. Oversee and supervise the shift leaders. The COC ensures Post Orders are up to date and accurate for the posting, guards are deployed to all specific assignments and locations on the CARE Doha Platform and weekly scheduling; - Conduct muster; - Conducting regular inspections of guards and guard posts; - Investigating irregularities, maintain inventory reports; - Preparing reports and making recommendations regarding discipline and termination actions; - Overseeing the refresher training program in concert with the Training Instructor to ensure compliance and effectiveness; - Overseeing guard program logistics including, e.g., explosive detection and x-ray equipment; - Acting as a point of contact with the PM and DPM and Sr. Ops Director on operational guard force matters; - Ensure all guards are properly uniformed, equipped and staffed; - Plan, coordinate and lead guard force operations during integrated training and emergency response drills.


Responsibilities

Manages and directs guard operations on a day-to-day basis under direction from the PM, DPM, and Sr. Ops Director.
Plans, manages, and evaluates Community Order operations.
Ensures that all Community Order personnel are aware of and abide by all Post and general orders.
Ensures all guard posts are staffed at the required days & times.
Ensures all Incident Reports are accurately submitted within 4 hours of occurrence.
Ensures Community Order Guard force is expertly trained on entry control point procedures and access policy.
Ensures all Guest Intake Operations are expertly and efficiently run.
Make on-the-spot corrections and professionally coach/mentor/counsel personnel not performing to standard to bring them and their performance to standard.
Ensures all Guard Electronic Monitoring System checks are being conducted more than requirements.
Execute all other tasks as directed by the PM.



Qualifications

Education: One-year related experience may be substituted for one year of education, if degree is required.High School Diploma

Certifications:None

Experience:
Must possess a minimum of twelve (12) years' of experience as a military officer or non-commissioned officer (NCO) (at US E-6 or above or equivalent), or equivalent law enforcement/armed commercial guard force supervisory experience.
Experience must include physical security, access control, and force protection, and must be similar in complexity and scope to the specific requirements of the task order.

Other Requirements:Be at least 21 years of age.
Be a U.S. citizen.
Be able to speak, read, write, and understand the English language.
Be able to pass the medical and physical requirements outlined in the contract.
Meet all standards as required by the contract.
Have a clean driving record with a valid driver’s license.
Required maintain a CAC card and/or DBIDS or DoS badging requirements, when published.
Must pass pre-deployment requirements including drug test, medical, 52 hours of training, and a psychological exam.
Must be able to pass a physical fitness test (PFT).
Excellent computer, interpersonal, oral and written communication skills required
Employees must be willing and able to perform job requirements in this environment, as well as deploying to Qatar for extended periods.
Work schedules are typically six (6) days per week and twelve (12) hours per day.
Work is performed in shifts and may include day or night shift.
Employees must be able to lift, carry and/or wear forty (40) pounds of personal protective equipment (PPE) for extended periods of time and be capable of running during emergencies without putting oneself or others at risk.
All staff must maintain physical, medical, and dental requirements for duration of deployment.
This contract is performed in a contingency operations environment, in a harsh climate, and sometimes hazardous situations. While performing the duties of this contract, the employee will regularly be exposed to an extreme and austere desert environment.
